1 <br />83 <br />December 22, 1975 <br />offer to buy the City property located along Rice Creek on Main Street. The <br />Anoka County Park Department had offered the City $500.00 for the parcel of land. <br />Mr. Torkildson said the offer still stands. He wants to get the acquisition for <br />the Chain of•Lakes Parks cleaned up in January and if the offer, is not accepted, <br />then it will go to condemnation.' After some discussion, Mr. Jaworski moved to <br />write a letter to Mr. Torkildson asking $1,000.00 for that parcel of land. Seconded <br />by Mr. McLean. Motion carried. <br />..Mr. Donald Kent had called to request permission to use the Hall for an Eagle <br />Scout meeting Sunday afternoon, January 11, 1976. He was not sure of the time. Mr. <br />Jaworski moved to approve this request provided the Hall is cleaned after the meet- <br />ing. Seconded by Mr. McLean. Motion carried. <br />Mr. Jaworski asked about a vacumn cleaner. He said the 4H members had wanted to <br />vacumn after _their Christmas party but could not find a vacumn cleaner. Mayor <br />Bohjanen said the City does not own a vacumn cleaner; <br />..The Clerk had made copies of the Land Use Planning Bill for all Council members; <br />..Noted the letters written by Mr. Locher in conjunction with meeting with the <br />Union Representatives. Mr. Locher said Mr. Wisenburger had called to say that he <br />could still meet with the Council on December 23, 1975. Mr. Jaworski asked if any <br />thought had been given to the compromise proposal he had, presented to the Council? <br />What does the. City intend to offer? Mayor Bohjanen said there had not.been a <br />meeting or any discussion. Mr. Jaworski said that whoever attends the mediation <br />hearing must be able to make a counter proposal of some kind. Mayor Bohjanen said <br />decisions affecting the City cannot be made outside the corporate limits of the City. <br />Mr. Jaworski said he was aware of that - the offer would have to be ratified by the <br />full Council before it became effective. Mr. McLean felt the purpose of the <br />mediation was to get the two sides together to find a common meeting ground on the <br />differences. He thought this first meeting will set the rules. Mr. Jaworski said, <br />'then the City has nothing to offer ?' Mayor Bohjanen said,'that is correct, at <br />this time.' <br />The rezoning hearing was called to order at 8 :20 P.M. by Mayor Bohjanen. Mr. <br />Locher read the mailing list and the legal description of the property to be re- <br />zoned from 'Commercial' to 'Light Industrial'. This is the Outpost site located <br />along Rice Lake on Highway #49. <br />The Planning and Zoning Board had reviewed this request at their December 17, 1975 <br />meeting and had recommended approval of this rezoning. Mayor Bohjanen asked Mr. <br />Randall and Mr. Johnson if they had anything to add and they did not. Mayor <br />Bohjanen asked if there was anyone present who opposed this rezoning and there <br />was no one. <br />Mr. Jaworski moved to rezone from 'Commercial' to Light Industrial' the property <br />known at the Outpost with the stipulation that this property is purchased by <br />Northern Instruments, with the Attorney to draft the proper Ordinance. Seconded <br />by Mr. McLean. Motion carried. <br />Mr. Locher asked Mr. Randal to send proof of purchase, he will then draft the <br />Ordinance for publication. <br />Mr. Jaworski moved to close the hearing at 8 :30 P.M. Seconded by Mr. McLean. <br />Motion carried. <br />Mr. Baber, representating the Huber families, who have property on Bald Eagle <br />Lake, presented a proposal to the Council for selling a portion of the land to <br />Ransey County for Open Sapce. He told the Council this sale is proposed in order <br />to preserve the area for the Wild Geese. This request had been presented to the <br />
