1 83 December 22, 1975 offer to buy the City property located along Rice Creek on Main Street. The Anoka County Park Department had offered the City $500.00 for the parcel of land. Mr. Torkildson said the offer still stands. He wants to get the acquisition for the Chain of•Lakes Parks cleaned up in January and if the offer, is not accepted, then it will go to condemnation.' After some discussion, Mr. Jaworski moved to write a letter to Mr. Torkildson asking $1,000.00 for that parcel of land. Seconded by Mr. McLean. Motion carried. ..Mr. Donald Kent had called to request permission to use the Hall for an Eagle Scout meeting Sunday afternoon, January 11, 1976. He was not sure of the time. Mr. Jaworski moved to approve this request provided the Hall is cleaned after the meet- ing. Seconded by Mr. McLean. Motion carried. Mr. Jaworski asked about a vacumn cleaner. He said the 4H members had wanted to vacumn after _their Christmas party but could not find a vacumn cleaner. Mayor Bohjanen said the City does not own a vacumn cleaner; ..The Clerk had made copies of the Land Use Planning Bill for all Council members; ..Noted the letters written by Mr. Locher in conjunction with meeting with the Union Representatives. Mr. Locher said Mr. Wisenburger had called to say that he could still meet with the Council on December 23, 1975. Mr. Jaworski asked if any thought had been given to the compromise proposal he had, presented to the Council? What does the. City intend to offer? Mayor Bohjanen said there had not.been a meeting or any discussion. Mr. Jaworski said that whoever attends the mediation hearing must be able to make a counter proposal of some kind. Mayor Bohjanen said decisions affecting the City cannot be made outside the corporate limits of the City. Mr. Jaworski said he was aware of that - the offer would have to be ratified by the full Council before it became effective. Mr. McLean felt the purpose of the mediation was to get the two sides together to find a common meeting ground on the differences. He thought this first meeting will set the rules. Mr. Jaworski said, 'then the City has nothing to offer ?' Mayor Bohjanen said,'that is correct, at this time.' The rezoning hearing was called to order at 8 :20 P.M. by Mayor Bohjanen. Mr. Locher read the mailing list and the legal description of the property to be re- zoned from 'Commercial' to 'Light Industrial'. This is the Outpost site located along Rice Lake on Highway #49. The Planning and Zoning Board had reviewed this request at their December 17, 1975 meeting and had recommended approval of this rezoning. Mayor Bohjanen asked Mr. Randall and Mr. Johnson if they had anything to add and they did not. Mayor Bohjanen asked if there was anyone present who opposed this rezoning and there was no one. Mr. Jaworski moved to rezone from 'Commercial' to Light Industrial' the property known at the Outpost with the stipulation that this property is purchased by Northern Instruments, with the Attorney to draft the proper Ordinance. Seconded by Mr. McLean. Motion carried. Mr. Locher asked Mr. Randal to send proof of purchase, he will then draft the Ordinance for publication. Mr. Jaworski moved to close the hearing at 8 :30 P.M. Seconded by Mr. McLean. Motion carried. Mr. Baber, representating the Huber families, who have property on Bald Eagle Lake, presented a proposal to the Council for selling a portion of the land to Ransey County for Open Sapce. He told the Council this sale is proposed in order to preserve the area for the Wild Geese. This request had been presented to the
