284 <br />December 22, 1975 <br />Planning and Zoning Board at their December 17,1975 meeting. Mr. Baber had also pre- <br />sented the idea to the Hogo Council since part of this land lies in Washington County. <br />Mayor Bohjanen said the Clty of Lino Lakes has worked closely with Anoka County on <br />Open Space. At the present time, Anoka County has an agreement with the City of Lino <br />Lakes that the 2500 acres to be taken for the Chain of Lakes Park is all the Open <br />Space that will be required from this City. <br />Mr. McLean reiterated that the City had come to an agreement with Anoka County for <br />their acquisition of 2500 acres of land for Open Space and the contract states this <br />is a one time acquistion and Anoka County will support the City against any other <br />acquisition by any other governmental unit. Mr. McLean felt this is only, the first <br />step by the Ramsey County Open Space. They have plans for acquisition of much more <br />land located around Bald Eagle and Otter Lakes for their Open Space Program. <br />Mr. Jaworski said he understood Mr. McLean feeling this would open the door for Ramsey <br />County, but, doesn't a property owner have the right to sell their property to any <br />one they please? <br />Mr. Locher said, Yes, unless it is contradictory to a City Ordinance. Mr. Locher had <br />talked to Mr. Holmberg and Mr. Edman from the Ramsey County Open Space and he presented <br />some maps showing the proposed plans for acquisition of land in that area. The proposed <br />Ramsey County Open Space takes the entire shoreline of Bald Eagle Lake and most of the <br />land located between Bald Eagle and Otter Lakes. <br />Mr. Baber said the main concern of the Hubers is that the land be preserved for the <br />wild geese. <br />Mr. Locher said he had contacted Mr. Burman and Mr. Fields and at the present time <br />Anoka County does not have the money to purchase any more open space but they will <br />support Lino Lakes in their desires in this matter. <br />Mr. Jaworski felt the Council must make a decision. The key to this is the opening of <br />the door for more land acquisition for Ramsey County. Mr. Jaworski moved to table this <br />matter. The Park Board and the Open Space Commission should take a look at this and <br />have a recommendation for the Council. <br />Mayor Bohjanen asked Mr. McLean to take this to the Anoka County Advisory Board that <br />is engaged in the Open Space planning for the Chain of Lakes Park. <br />Mr. McLean said he has a meeting scheduled soon and will report back to the Council. <br />Mr. McLean seconded the motion. Motion carried. <br />Mr. McLean presented the Planning and Zoning Board's recommendation for approval of <br />a sign permit application by Mr. Rasmussen. This is a Phillips 66 sign located at the <br />United Tire Company on the corner of Lake Drive and Orange Street. Mr. McLean moved to <br />approve this application. Seconded by Mr. Jaworski. Motion carried. <br />Mr. Lee Robinson had applied for a variance for the transfer of title on a parcel of <br />land of less than 24 acres. This land is located directly to the West of Lot 6, <br />Robin Acres. and is for a garden and extension of the present lawn. The Planning and <br />Zoning Board had recommended approval of this variance. Mr. McLean so moved. Seconded <br />by Mr. Jaworski. Motion carried. <br />Mr. McLean reported there had not been a quorum at the Park Board meeting therefore no <br />action was taken - just general discussion. The well at Sunrise Park is completed at <br />a depth of 295 feet with 275 feet of static water in the pipe. The well produces <br />60 gallons per minute using a 2hp motor and since the well driller went through shale <br />
