• <br />AGENDA ITEM 7A <br />STAFF ORIGINATOR: <br />CITY COUNCIL MEETING DATE: <br />TOPIC: <br />REQUESTED ACTION: <br />BACKGROUND <br />Anne Marie Solberg/Bob Kirmis (NAC) <br />March 10, 2003 <br />Living Waters Lutheran Church - Site & Building Plan <br />Review and CUP (to construct a new sanctuary) <br />Resolution 03 -33 <br />3/5 Vote to approve Site & Building Plan/ <br />Conditional Use Permit <br />ATS &R has submitted an application on behalf of Living Waters Lutheran Church for CUP /Site <br />and Building Plan Review for the property located at 865 Birch Street (PID# 28- 31- 22 -32- 0019). <br />The applicant is requesting to construct a building addition to accommodate a new sanctuary. The <br />application indicates that the subject property consists of approximately 9.34 acres. The site is <br />zoned R -1 Single Family Residential. Religious institutions are a conditional use within R -1 Single <br />S Family Residential District. The site abuts CSAH 10 to the south, Country Lakes Estates (R -1 <br />Single Family Residential) to the west, Reshanau Lake to the North and residential property zoned <br />R -1, Single Family Residential to the east. <br />This review is based on the following plan submittals: <br />Boundary and Topographic Survey dated 11.18.02 <br />Tree Preservation Plan dated 01.13.02(03) <br />Site Plan dated 01.13.02(03) <br />Site Grading Plan dated 01.13.02(03) <br />Birch Street Elevation dated 12.09.02 <br />Exterior Image dated 12.09.02 <br />ANALYSIS <br />Site and Building Plan Review <br />Property Legal Description. The subject property has a metes and bounds legal description within <br />Section 28, Township 31 North, Range 22 West (PID# 28- 31 -22 -32 -0019) and contains 9.34 acres <br />more or less. <br />Project Schedule. The application contemplates bidding will commence during the Winter of 2003 <br />with substantial completion of the building addition by Fall 2003. The proposed schedule is in <br />accordance with the requirements set forth in Section 2, Subd. 5.E.2 of the Ordinance. <br />
