• <br />• <br />Living Waters Lutheran Church <br />Page 2 <br />Zoning/Use. The subject property is zoned R -1 Single Family Residential. Religious institutions <br />are a permitted conditional use within the R -1, Single Family Residential District provided that: <br />(a) side yards shall not be less than fifty (50) feet; <br />Comment: The proposed building addition shall be located 292 feet from the nearest side yard <br />lot line. <br />(b) adequate screening from abutting residential uses and landscaping is provided in <br />compliance with Section 3, Subd 4.S. of the Ordinance; <br />Comment: The proposed building addition will be adequately screened from the residence <br />located northeast of the site with landscaping including six (6) spruce trees and two (2) sugar <br />maples. <br />(c) adequate off - street parking and access is provided on the site in compliance with Section <br />3, Subd. 5 of the Ordinance and that such parking is adequately screened and landscaped <br />from surrounding and abutting residential uses in compliance with Section 3, Subd 4.S. <br />of the Ordinance; and <br />Comment: The off -street parking area will remain substantially the same. The parking spaces <br />have been reconfigured to incorporate two (2) additional designated disabled parking spaces in <br />accordance with the guidelines established by the Minnesota State Council on Disability, <br />resulting a reduction from 91 to 90 total parking spaces. All off -street parking spaces meet the <br />minimum dimensional requirements of Section 3, Subd. 5 of the Ordinance. A wooded area in <br />the southwest corner of the site provides screening of the parking lot from CSAH 10. <br />(d) adequate off - street loading and service entrances are provided and regulated where <br />applicable by Section 3, Subd 6. of the Ordinance. <br />Comments: Additional loading is not indicated by the plans submitted for the building addition. <br />A conditional use permit for the site was previously approved by the City in April 1993. The <br />current application will expand the existing structure but will not alter the use as previously <br />approved. Adequate parking for the proposed building addition is currently available on site and <br />the proposed building addition meets all relevant setback requirements. <br />The site is located less than 1,000 feet from Reshanau Lake, a Recreational Development Lake, and <br />is therefore subject to the provisions of the Shoreland Management Overlay District ( "Shoreland <br />District "). The purpose of the Shoreland District is to provide for the wise subdivision, use and <br />development of shorelands of public waters. The Shoreland District standards are applied in <br />addition to standards set forth in other zoning districts. <br />Access /Site Circulation. Access to the site is provided via an existing driveway along CSAH 10. <br />Preliminary review by the Anoka County Highway Department (ACHD) indicates that turn lanes <br />
