Living Waters Lutheran Church <br />Page 7 <br />Comment: The building design is consistent with material requirements of the <br />Ordinance and therefore will not negatively affect the essential character of the area. <br />In addition, the plans indicate that the building materials for the proposed building <br />addition will match the existing building creating a harmonious exterior appearance. <br />4. Will be served adequately by essential public facilities and services, including <br />street, police and fire protection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be served adequately by such facilities and <br />services provided by the persons or agencies responsible for the establishment of <br />the proposed use. <br />Comment: The site is currently served by essential public facilities and services. <br />The plans do not indicate that the proposed building addition will exceed existing <br />capacity. <br />5. Will not create excessive additional requirements at public cost for public facilities <br />and services and will not be detrimental to the economic welfare of the <br />community. <br />Comment: The building addition is not expected to increase public costs, nor be <br />detrimental to the economic welfare of the community. <br />6. Will not involve uses, activities, processes, materials, equipment and conditions of <br />operation that will be detrimental to any persons, property, or the general welfare <br />because of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br />Comment: The use of the subject property as a church has not created any excessive <br />externalities that are abnormal to the character of the area and there is no reason to <br />anticipate that the proposed building addition will adversely affect the same. <br />7. Will have vehicular approaches to the property which are so designed as not to <br />create traffic congestion or an interference with traffic on surrounding public <br />thoroughfares. <br />Comment: As referenced above, the plans appear to indicate a new drop off area <br />located directly in the entrance drive aisle that may cause traffic congestion and <br />vehicle backup upon CSAH 10. City staff recommends providing a separated drop - <br />off area outside of the drive -aisle to prevent vehicle backup upon CSAH 10 and to <br />promote safety and efficient traffic flow throughout the site. In addition, preliminary <br />review by the ACRD indicates that turn lanes may be necessary as a result of the <br />proposed improvements to the site and redesign of the existing church entry drive <br />will be examined. Any roadway improvements should be subject to comment and <br />recommendation by the City Engineer and the ACHD. The applicant must comply <br />with any recommendations of and standards imposed by the ACHD. <br />
