Recommended speed limits should range between 30 and 40 miles <br />an hour, and be established in accordance with the roadway design, and regulations and <br />policies of the City and State of Minnesota. <br />Street typical sections will need to be developed based on engineering traffic, soils data, and <br />recommendations of the geotechnical report. The report has indicated that the top 0.5 to 2.5 <br />feet of existing ground is organic in nature and should be removed. Underlying the organic <br />materials are silty sands that are highly frost susceptible. As recommended in the report, the <br />silty sand (up to two feet in thickness) should be removed and replaced with granular bedding <br />material beneath the aggregate base and pavement. A typical street section and pavement <br />design must also be provided and reviewed. <br />D. All street system components shall, as a minimum, meet City of Lino Lakes engineering <br />standards. <br />6. Anoka County Highway Department Issues: <br />A. The Anoka County Highway Department staff, through its permitting process, will need to be <br />involved with connection from Century Trail and Stallion Road to Sunset Road (Anoka <br />County No. 53). It could be expected that turn lanes may be necessary at these two (2) <br />intersecting subdivision roadways. It is important that this issue remain at the forefront of <br />final street layout considerations. City staff needs to be involved with any County/Developer <br />access discussions. <br />B. Also, regarding driveway access to an existing home in the southeast quadrant of Century <br />Trail and Sunset Road (CSAH No. 53), Anoka County may require relocation of this <br />driveway from Sunset Road to possibly Century Trail. The close proximity of the existing <br />driveway to the proposed Century Trail Street has traffic safety concerns. <br />7. Bikeway /Sidewalk - Plan Sheets G1, G2, and G1A through G1D: <br />According to the information provided on the plan sheets, there is an existing walkway (type <br />unknown) located approximately at the SW corner of Lot 1 and Block 4 on the south side of Century <br />Trail and runs parallel to the existing ditch. It is recommended that a connection from Century Trail <br />be extended to the south to meet this existing walkway. City Staff should review the comprehensive <br />Trail Plan to determine if this connection is necessary. <br />8. Preliminary Plat with Easements: <br />The Developer is to provide to the City Engineer a copy of the preliminary plat clearly showing <br />dimensions of public rights -of -way and permanent easements with designation for review and <br />comment. <br />
