Molin <br />May 27, 2003 <br />page 2 <br />SITE PLAN <br />Buildings: Site plans have been submitted for two additions. One is for a 950 sq. ft. <br />locker room facility. The addition will be located on the southern side of the existing <br />manufacturing building, adjacent to Lilac Street. The addition meets all required <br />setbacks. <br />The second proposed addition is for a 3,100 sq. ft. expansion of an existing maintenance <br />garage. This addition will be located on the northern side of the main Lilac St. parking <br />area The addition meets all required setbacks. <br />Architectural elevations show that the exteriors of the proposed two additions will <br />complement the existing buildings. The maintenance garage will have a heavy brush <br />finish. The locker room will be smooth, painted concrete, like the existing building to <br />which it will be attached. <br />Lighting: The photometric plan indicates that the project complies with City <br />requirements regarding lighting intensity at the property lines. <br />As a condition of approval for the previous Conditional Use Permit Amendment granted <br />in 2001 (Resolution No. 01 -182), the site is subject to specific lighting fixture <br />requirements (see conditions #7 & 8). These requirements state that lighting shall be <br />"hooded and directed to reflect light away from neighboring residential properties and <br />rights -of -ways. The fixture details submitted for the proposed two additions are hooded, <br />but they must be mounted so light is downward - directed. That is, they must be mounted <br />parallel with the ground, so there is 90 degree cut off angle. <br />Traffic: The building additions are to accommodate current activity on site. They <br />will not increase the number of employees or the amount of traffic generated by the <br />concrete plant. The City has received no recent calls about trucks parking on Lilac St. <br />Grading/Drainage, Utilities: A grading plan and utility plan have been submitted <br />for the site. The City Engineer's comments are attached. No new utilities will be needed <br />for the building additions. <br />Landscaping: The maintenance garage is at an internal location on the site and is <br />almost entirely surrounded by other buildings. The new locker facility addition is <br />dwarfed by the existing manufacturing building, and the front of the site is fenced with a <br />screening wall. There is no landscaping proposed for the two additions. Staff does not <br />recommend any <br />Completion of a number of landscaping issues was a condition of approval for Molin's <br />previous Conditional Use Plan Amendment (Resolution No. 01 -182), given in November <br />of 2001, for an expansion of the Molin facilities.
