STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 7E <br />Michael Grochala <br />May 27, 2003 <br />Consideration of Resolution No. 03 -76 <br />Approving Comprehensive Plan Amendment <br />- MUSA <br />Land Use Change <br />Stage Growth Area Change <br />Elm Street Reconstruction Project <br />VOTE REQUIRED: 4/5 <br />BACKGROUND <br />The City is preparing to move forward with the reconstruction of EIm Street from <br />Grey Heron Drive to its intersection with Sunset "Avenue. As part of the project <br />the City is proposing to extend sanitary sewer and water main to currently <br />unserviced portions of the project and to provide services to properties were <br />utility mains are currently located. <br />The City has previously completed the special assessment procedural <br />requirements in accordance with Minnesota Statutes, Chapter 429, and the City <br />Charter. However, an amendment to the Comprehensive Plan is required to <br />allow services to be provided to several of the properties located adjacent to the <br />improvements. <br />ANALYSIS <br />Existing Land Use <br />The EIm Street corridor consists primarily of sewered and unsewered single <br />family residential properties. St. Joseph's Catholic Church, Willow Ponds <br />townhome complex, and Centennial Middle School are also located adjacent to <br />the project area. <br />The corridor is entirely developed with the exception of 5 to 7 properties that <br />could subdivide off one single family lot if sanitary sewer is available. The <br />majority of properties within the amendment area are under one acre in size. All <br />of the properties are currently serviced by on -site wells and septic systems. <br />
