• <br />City Council <br />May 27, 2003 <br />Elm Street Comp Plan Amendment <br />potential of seven new single family residences on the street. Any new single <br />family development within the amendment area will have minimal impact to the <br />system. <br />Wastewater <br />Approval of the amendment will allow for the connection of existing properties to <br />the municipal sanitary sewer system. The amendment area lies within Sewer <br />Service District 2, which has the capacity to carry the anticipated increase in <br />flows. The amendment will only add a total of 7.04 acres of MUSA servicing upto <br />15 single family residences. <br />Water <br />An existing City trunk water main is located on EIm Street and services several of <br />the adjacent properties. The existing system is capable of servicing the <br />amendment area. <br />PLANNING AND ZONING BOARD <br />The Planning and Zoning Board held a public hearing and discussed the request <br />at its May 14, 2003 meeting. The board unanimously recommended approval of <br />the Comprehensive Plan. Amendment. <br />RECOMMENDATION <br />Given the need to improve EIm Street and the proximity of sanitary sewer and <br />water it is cost effective and prudent to extend public utilities in conjunction with <br />the street improvements. The amendment is necessary to allow for the <br />extension of these services and provide for the eventual need to phase out <br />existing on -site private utilities. <br />Therefore, staff is recommending approval of the Comprehensive Plan <br />Amendment to allow the following: <br />1. Change the Land Use designation of 26 properties from Low Density, <br />Unsewered Residential to Low Density, Sewered Residential. <br />2. Change the Growth Area designation of 5 properties to a Stage 1 growth <br />area. <br />3. Expansion of the MUSA by 7.04 acres. <br />ATTACHMENTS <br />1. Resolution No. '03 -76 <br />• <br />2.
