19 <br />September 26, 1977 <br />itan Waste Control Commission and the State Board of Health. <br />III Mr. McLean wondered if this would cloud the issue before the Hearing Examiner on the sys- <br />tems Statement and Mr. Locher felt that it would not. <br />After some other discussion, Mr. McLean moved to approve this extension. Seconded by Mr. <br />Schneider. Motion carried unanimously. <br />Mr. Locher asked for a copy of the petition. <br />1 <br />1 <br />Mr. Locher had checked the abstract dealing with the plat of Otter Lake Estates and found <br />some minor mistakes that must be corrected before the plat can be filed. There is also a <br />problem with stakes on the southern most part of the plat being placed 7' too far north. <br />This will need to be corrected. The old road will have to be vacated and the new road est- <br />ablishes a 60' right -of -way but 66' had been turned over to the City. All these things <br />are to be corrected by the surveyor. <br />Mr. McLean said the suggestion of changing the matter of park dedication in the area of coll- <br />ecting money in lieu of land had been discussed at the Planning and Zoning Board meeting <br />and it had created mixed emotions amoung the members of that Board and the motion that had <br />come out of that meeting had recommended the dedication continue as is and on a fee basis on <br />individual lots. Mr. McLean felt this put the problem in the hands of the Council. <br />There was some discussion on property values and how to resolve this problem. Mr. McLean <br />asked this matter be put on the agenda for October II, 1977 and each Council member present <br />his suggestions on this. The Clerk is to put together some examples of how this could <br />work - both on an individual lot basis and on the 10% land value method. It was also sugg- <br />ested that she contact some surrounding communities as to how this is handled in those comm- <br />unities. <br />The fact that if land is split by meets and bounds, the City does not receive either 10% <br />of land or money. Another point - if money is taken at the time of platting, it is all <br />received at once; on a per lot basis, it could extend over a 4 or 5 year period. The pros <br />and cons will be'.diiscussed at the next meeting. <br />It had been noted that Mr. Lichtscheidl, on Main Street, had expanded his business to the <br />point where he had a franchise. The P & Z felt he should apply for a special use permit. <br />Mrs. Anderson has mailed the form to him. <br />The Towing contract as presented by Mr. Alan Strobeen was discussed with the pros and cons <br />of an exclusive contract being the focal point. The storage of the vehicle and the type <br />of insurance carried by Mr. Strobeen was also discussed. <br />Mr. Schneider felt this could be tried on a short time basis - Mr. Karth suggested six mon- <br />ths. Mr. Strobeen suggested a three months trial basis. <br />Mr. Karth moved to award an exclusive towing contract to A l's Towing Service effective <br />October I, 1977 through Janaary 9, 1978. Seconded by Mr. Schneider. Motion carried un- <br />animously. Mr. Strobeen will get a copy of insurance to the Clerk's office. <br />Mr. McLean moved to approve requisition #779. Seconded by Mr. Karth. Motion carried un- <br />animously. <br />Mr. Karth questioned the check to Margie Roisum for mileage and expenses for attending school. <br />The Clerk said this was a class requirement for Assessors. Mr. Karth said he had no object- <br />ions to paying the expenses but but felt these matters should be cleared with the Council <br />ahead of time. This will be conveyed to Mr. Kelling and Mrs. Roisum. <br />
