1 8 <br />September 26, 1977 <br />Mr. McLean reported on the actions forwarded to the Council. Mr. thoeny had requested a <br />variance to split a lot on Elm Street. This would create two lots of approximately 1.6 <br />acres each. He is requesting a variance to the front footage requirement of 1501. This <br />is the remaining lands and the Planning and Zoning had recommended approval. Mr. McLean <br />so moved. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Art Rehbein had asked for clearance for a building permit on the Edith Kammerer pro- <br />perty and had presented the Planning and Zoning with a variance application that had been <br />approved at one time by the Council. The Clerk had researched the minutes and found the <br />variance was for the transfer of title and stipulated that no building permit would be iss- <br />ued on that property until such time as a street was put in. This material had been copied <br />and forwared to Mr. Rehbein and Mr. Locher. Mr. McLean asked Mr. Locher to present a writt- <br />en opinion on this matter for Planning and Zoning consideration. <br />Mr. Lee Robinson had presented a variance to request to split off a parcel of land less than <br />the required 22 acres. The land has more than the required frontage. The Planning and Zon- <br />ing had requested that the rear lot line be extended to line up with the existing lots to <br />the South and Mr. Robinson had agreed. The Planning and Zoning had recommended approval <br />with this stipulation. Mr. McLean so moved. Seconded by Mr. Schneider. Mr. McLean amended <br />the motion to include "no variance request be sumitted to the Planning and Zoning Board <br />for consideration unless a certificate of survey is included ". Mr. Schneider accepted the <br />amendment. Motion carried unanimously. <br />Mr. McLean questioned the procedure for application of funds for the cost in revising the <br />Comprehensive Land Use Plan per Metropolitan Council suggestion. The Clerk was instructed <br />to contact Mr. Short on this matter. <br />Mr. Schneider presented the figures to be certified to the County for levy pruposes. He <br />said the internal budget could not be approved at this time due to several adjustments that <br />must be made. If the levy limit is approved, the mill rate will be less than oeemill more <br />than in 1977. <br />After some discussion, Mr. Karth moved to certify the maximum amount of $192,431.00 to the <br />Anoka County Auditor for levy for the year 1978. Seconded by Mr. Schneider. Motion carried <br />unanimously. (Mr. Schneider requested the figures be double checked.). <br />Mr. Schneider reported he had met with the Centennial Hockey Association on the problem of <br />hockey rinks at Sunrise Park. There had been discussion of constructing a new rink, but <br />due to the construction costs, it was decided to repair the old rink. Some of the posts <br />and some of the boards need to be replaced and the lighting needs to be realigned. Mr. <br />Schneider said he had some indication that some financial assistance may be forth coming <br />from Blaine. The hockey association had agreed to this proposal. <br />Mr. Locher had checked the request for information on the City's bonded indebtness and said <br />the Clerk should fill out and return to the firm requesting the information. <br />Mr. Locher read the petition from the persons interested in extending the utility lines on <br />East Shadow Lake Drive. Mr. Locher said the amount to be placed in escrow cannot be det- <br />ermined until Mr. Gotwald has bids. This Council should pass a Resolution authorizing this <br />work to be done. He felt that possibly the street surfacing would not be completed until <br />next year, but the Council could allow building to commence but not issue a certificate <br />of occupancy until the hookups are completed. <br />Mr. McLean asked if the City needed to advertise for bids and Mr. Locher said, No, since <br />this is not a City project, it is merely being installed in a City street. Mr. Locher <br />reminded the Council that permission for this extension must be obtained from the Metropol- <br />
