28 October 24, 1977 The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M., October 25, 1977 by Mayor Bohjanen. Council members present; Karth, McLean, Zelinka. Absent; Schneider. Mr. Gotwald was present and Mr. Locher will arrive late. Mr. Karth moved to approve the minutes of October 11, 1977 as presented. Seconded by Mr. McLean. Motion carried unanimously. On considering the minutes of October with the corrections. Seconded by Mr. On considering the minutes of October with the corrections. Seconded by Mr. 17, 1977 Mr. Karth moved to approve the minutes Zelinka. Motion carried unanimously. 18, 1977 Mr. McLean moved to approve the minutes Zelinka. Motion carried unanimously. Mayor Bohjanen said as long as bikeways were being discussed, he had a question. If the City establishes bikeways, and someone is injured while using those bikeways, is the City responsible? Whose insurance would cover the injured person? There was some discussion with the Council deciding to ask Mr. Locher for an opinion on this matter. The Clerk presented the following items for Council consideration: ..The application for Planning Assistance Grant Funds is due October 27, 1977. Since Mr. Short and Mr. Gotwald felt that more time was needed in order to complete their work. A provision for the extension of the due date is made and and Mr. McLean moved to pass a Resolution stating "The City of Lino Lakes requests a thirty (30) day extension to pro- vide ample time for the City Planner and City Engineer to complete the necessary work to complete the application." The motion was seconded by Mr. Zelinka. Motion carried unanimously. ..A form in connection with the Anti- recession funds had been received should be answered and returned. Mr. Zelinka moved to authorize the Clerk to answer the questions. Seconded by Mr. McLean. Motion carried unanimously. ..Mr. Schneider had called to say he had no problems with the letter of engagement from Mr. Anfinson. The authorization for the Mayor to sign should be voted on by this Council. Mr. Zelinka moved to authorize Mayor Bohjanen to sign the letter. Seconded by Mr. McLean. Motion carried unanimously. ..A contract from Mr. William Short, City Consulting Planner, should also be considered. Mr. McLean moved to authorize the Mayor to sign this contract. Seconded by Mr. Zelinka. Motion carried unanimously. ..The Clerk had confirmed the postphooeeent of the Union Meeting until November 3, 1977 at 8:00 P.M. ..A copy of the proposed rules governing standards for individual sewage treatment systems had been received from the Pollution Control Agency. A copy for Mr. Locher, Mr. Vadnais and Mr. Gotwald had been made. ..A check for $341.99 for shade tree control had been received. This is for the 1st quarter only. ..A copy of the proposed amendments to the Development Guide had been received. The Clerk was instructed to forward this to Mr. Short. Mr. McLean so moved. Seconded by Mr. Karth. Motion carried unanimously.
