28 <br />October 24, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M., <br />October 25, 1977 by Mayor Bohjanen. Council members present; Karth, McLean, Zelinka. <br />Absent; Schneider. Mr. Gotwald was present and Mr. Locher will arrive late. <br />Mr. Karth moved to approve the minutes of October 11, 1977 as presented. Seconded by <br />Mr. McLean. Motion carried unanimously. <br />On considering the minutes of October <br />with the corrections. Seconded by Mr. <br />On considering the minutes of October <br />with the corrections. Seconded by Mr. <br />17, 1977 Mr. Karth moved to approve the minutes <br />Zelinka. Motion carried unanimously. <br />18, 1977 Mr. McLean moved to approve the minutes <br />Zelinka. Motion carried unanimously. <br />Mayor Bohjanen said as long as bikeways were being discussed, he had a question. If the <br />City establishes bikeways, and someone is injured while using those bikeways, is the City <br />responsible? Whose insurance would cover the injured person? There was some discussion <br />with the Council deciding to ask Mr. Locher for an opinion on this matter. <br />The Clerk presented the following items for Council consideration: <br />..The application for Planning Assistance Grant Funds is due October 27, 1977. Since <br />Mr. Short and Mr. Gotwald felt that more time was needed in order to complete their work. <br />A provision for the extension of the due date is made and and Mr. McLean moved to pass <br />a Resolution stating "The City of Lino Lakes requests a thirty (30) day extension to pro- <br />vide ample time for the City Planner and City Engineer to complete the necessary work <br />to complete the application." The motion was seconded by Mr. Zelinka. Motion carried <br />unanimously. <br />..A form in connection with the Anti- recession funds had been received should be answered <br />and returned. Mr. Zelinka moved to authorize the Clerk to answer the questions. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />..Mr. Schneider had called to say he had no problems with the letter of engagement from <br />Mr. Anfinson. The authorization for the Mayor to sign should be voted on by this Council. <br />Mr. Zelinka moved to authorize Mayor Bohjanen to sign the letter. Seconded by Mr. McLean. <br />Motion carried unanimously. <br />..A contract from Mr. William Short, City Consulting Planner, should also be considered. <br />Mr. McLean moved to authorize the Mayor to sign this contract. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />..The Clerk had confirmed the postphooeeent of the Union Meeting until November 3, 1977 <br />at 8:00 P.M. <br />..A copy of the proposed rules governing standards for individual sewage treatment systems <br />had been received from the Pollution Control Agency. A copy for Mr. Locher, Mr. Vadnais <br />and Mr. Gotwald had been made. <br />..A check for $341.99 for shade tree control had been received. This is for the 1st <br />quarter only. <br />..A copy of the proposed amendments to the Development Guide had been received. The <br />Clerk was instructed to forward this to Mr. Short. Mr. McLean so moved. Seconded by <br />Mr. Karth. Motion carried unanimously. <br />
