November 14, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M., Nov- <br />ember 14, 1977, by Acting Mayor Karth. Members present: McLean, Schneider. Absent: <br />Mayor Bohjanen, Zelinka. Mr. Locher was also present. <br />The minutes of October 24, 1977 could not be considered at this meeting, due to a lack <br />of a quorum of members present at that meeting. They will be considered at the November <br />28, 1977 regular meeting. <br />The Clerk presented the following items for Council consideration: <br />..Ambassador Homes had called and asked about the possibility of installing a half street <br />in front of the Tots just North of Orange Street. This would mean the complete installat- <br />ion of Eva Street. They asked to put in front of three lots. The Clerk was instructed <br />to contact the firm and ask them to present their proposal to the Planning and Zoning Board. <br />..Northwestern Bell had requested permission to bury cable on 4th Avenue to service two <br />new homes in that area. Mr. McLean moved to approve this request subject to approval by <br />Mr. Gotwald. Seconded by Mr. Schneider. Motion carried unanimously. <br />..Notice from North Central Public Service Company that gas rates will be increasing approx- <br />imately 9% effective on the November billings. <br />..An application form from the Division of Materials Management for Surplus Property had <br />been received. This allows City Employees to purchase surplus supplies. The Clerk was <br />authorized to complete the form and return it. <br />..The Metropolitan Waste Control Commission had written in conjunction with their non- <br />compliance to the U. S. Environmental Protection Agency's controls. This matter was dis- <br />cussed briefly with no action taken. <br />..State Aid for Police Service in the amount of $4,576.03 had been received. <br />..Confirmation of the City's request for a time extension for applying for Local Planning <br />Assistance Grant had been approved. The application must be mailed before November 28, <br />1977. <br />At the October 24, 1977 Council meeting, the Council had heard complaints on the way matters <br />are handled on dogs. The driver for MAPSI had been invited to attend this meeting to ex- <br />plain their procedures. <br />The residents present represented Ware Road. MAPSI had prepared a list of the complaints <br />received from that area. There was 14 complaints listed. The friver was questioned on <br />going into yards and picking up the dogs and he said he is merely enforcing the Ordinance. <br />Mr. Locher explained the current Ordinance is an absolute leash law. Dogs on steps' or <br />porches unattended do not necessarily mean the dog belongs to that home and is subject <br />to be picked up. <br />Several of the residents felt that Ware Road should not be patrolled but left alone. Act- <br />ing Mayor pointed out the City cannot write an Ordinance for each type of dog or to cover <br />each section of the City. An Ordinance is written to cover the entire City and all dogs. <br />The Council will request a monthly report on dog complaints from the Police Department and <br />will check on the call in time against the issue times on tickets. <br />Acting Mayor Karth reported the salt and fly ash will be hauled in next week and felt <br />that a bulldozer would be available on the same terms as last year. <br />
