1 <br />1 <br />1 <br />37 <br />November 14, 1977 <br />Mr. McLean reported that there was no Planning and Zoning Board meeting. There had been <br />no feed back from the meeting with the Parks and Open Space Committee and nothing from <br />the special meeting with Mr. Boland. <br />Mr. McLean asked Mr. Locher to work out an Ordinance on mining of soils in the City that <br />would controt.tlne mining by elevation in conjunction with the surrounding properties. There <br />would be no need for escrow monies and the inspection could be handled by the Engineer. <br />Mr. Locher said a bonding provision should be included to insure the lands being returned <br />to usable state. He will have sample ordinances ready for the next Council meeting. <br />The Clerk was instructed to make a list of all fees and get a survey of the surrounding <br />communities for comparison. <br />Mr. Schneider reported on a meeting with Mr. Tomsche, Administrative Director at MMTC. <br />They had received a report on the type of men that will be housed in that facility. Each <br />Council member has a copy of the specifications. <br />He also reported on the possibility of obtaining CETA help for care of the hockey rinks. <br />There will be further reports on this. The South rink at Sunrise will be graded this week. <br />The North rink will be used for pleasure skating. <br />The Lions Club will be holding a fund raiser for funds to construct a warming house at Lino <br />Park. More on this later. <br />Mr. Locher suggested considering raising the fine for a misdemeanor to $500.00 as required <br />by the State. The present limit is set at $300.00. Mr. Locher said he would call the Lea- <br />gue on this matter. <br />The order from the Judges requiring Attorneys present at arraignments was discussed. Mr. <br />Locher said this would substantially increase the costs and the work load of his office. <br />He felt there would be at least 5 hours extra per week depending on how the Clerk of Courts <br />sets the hearings. <br />Mr. Schneider asked if the City can send a letter to the Clerk of Court asking for all <br />Lino Lakes cases to be set at the same session. <br />Mr. Locher said yes, amd also suggested that perhaps the communities could be listed alph- <br />abetically and each given a time slot. Mr. Schneider moved the clerk to write the Clerk <br />of Court with these suggestions. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Tom Oswald, representing the Forest Lake Youth Service Bureau, appeared before the <br />Council. He presented a summary of the work that is being done and asked for financial <br />support from this City. <br />Mr. Schneider said the City's budget is not set as yet and some jugling of the figures <br />need to be done. All the City can do is keep him in mind. Mr. Oswald asked if they could <br />expect some assistance for this year and was told, not at this time. <br />The Clerk was instructed to put the matter of a tickler file on the agenda for the next <br />Council meeting. <br />There was some discussion on the Fire Contracts. Mr. McLean had talked to Mr. LaValle <br />informally. Mayor Bohjanen had arrived and said he had talked to Mayor Fogerty and had <br />been told the City would need to work through Spring Lake Park. <br />
