41 <br />November 28, 1977 <br />The Clerk was asked to read a letter from Mr. Gotwald on the extension of the sewer sepv- <br />ice on East Shadow Lake Drive to the 9 Tots just North of the existing service. The est- <br />imated cost per lot is $3,108.00. This would include sewer, water, and street. Mr. Got- <br />wald explained the method in which this could be done. Mr. Gotwald said the next move would <br />be for the Council to approve the plan. He was asked if it would be necessary to obtain <br />Metro approval for this and Mr. Gotwald said_Ahe did not think so, since the original plan <br />had been approved by both Metro Council and Waste Control, however, he would contact Mr. <br />Ray Payne for his opinion. <br />Mr. McLean moved to accept Alternate A with IZ times construction costs to be placed in <br />escrow. Seconded by Mr. Karth. Motion carried unanimously. However, on discussion, it <br />was felt that a dollar amount should be stated. Mr. Gotwald suggested the figure computed <br />on the bids received be used as a base. <br />Mr. McLean moved to delete "Ii times construction costs" in the above motion and insert <br />"$3,100.00 plus 50% for a total of $4,650.00" as the amount to be required for escrow. <br />Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Gotwald presented the plans for sewering the Bladwin Lake Trailer Park. He reported <br />the existing lines within the Park are acceptable. Mr. Gotwald outlined the problem of <br />installing a line acorss private property to connect into the lift station. Mr. Gotwald <br />felt that once this line is constructed, it should become a City line and the Council ag- <br />reed. The cost of constructing a man hole to the depth required to reach the stub at the <br />lift station was discussed. Mr. Howard felt the City should assume a portion of the costs <br />since the depth required is double what is needed for his service. There will be more on <br />this when Mr. Gotwald has cost figures. <br />There was also the matter of SAC for the 68 units at that location. Mr. Howard had asked <br />if the charges could be made in payments. The Clerk was instructed to contact Mr. Payne <br />for an answer. <br />Mr. McLean asked if there had been any pressure from PCA to connect this system to the <br />interceptor and Mr. Gotwald said, No. <br />Mr. Schneider requested that the minutes for the past year be checked and a list of unfin- <br />ished business be made for the Council. <br />Chief Myhre had done some checking of fire calls and had presented a report to the Council. <br />There was discussion on this matter. Mr. Schneider felt there is a problem and this matter <br />should be studied. He requested Chief Myhre to contact the Chief in Lexington and both be <br />at the December 12, 1977 Council meeting. <br />Chief Myhre suggested that a more complete record be kept by the Fire Department. He sugg- <br />ested something on the order of the log sheets used by the Police Department. <br />Mr. Karth asked about getting the Police Advisory Commission set up. Mayor Bohjanen remind- <br />ed Mr. Karth that he had requested names from each Council member and had only received two <br />names. Mr. Karth said he has some names for consideration and felt that there sould be a <br />minimum of five person on that commission in order to present an objective view. Mr. Karth <br />also felt this Commission should consider and make their recommendations for the Police <br />Department before considering the matter of Fire coverage. <br />Mr. McLean said this Council would need to set a charter for this Commission -1. just what <br />does the Council want from them. <br />Mr. Schneider felt some of the categories to be considered would be - does the City want <br />a Police Department? is the oost too much? do we need 24 hour a day coverage? would 16 <br />
