December 27, 1977 <br />Bob Burman and Mr. David Torkildson to discuss this matter. <br />There has been some repair work done on that building. After some discussion on this <br />matter, Mr. Karth moved that all permits within the Chain of Lakes Park must have <br />Council action. Seconded by Mr. Zelinka. Motiom carried unanimously. The Clerk <br />is to inform Mr. Torkildson of this action. <br />Mr. Locher said under State Statutes, if there are only isx beds in this fa- ility, <br />no special permits are necessary. However, if the seventh bed is put in, then the <br />orginazation would need to obtain a conditional use permit from the City. <br />Mr. McLean asked that a meeting be scheduled with Mr. Burman and Mr. Torkildson to <br />discuss this mater. The Clerk is to write both gentlemen, informing them of the <br />scheduled Council meetings and informing them that a special meeting could be <br />scheduled to handle this matter, if necessary. This matter is to be put on the <br />agenda. <br />Mr. Schneider deferred his report until the next Council meeting. <br />Mr. Zelinka made note of a provision in the M.A.P.S. I. contract that deals with <br />the entry into private property and forcebaly taking animals. Also, the Council <br />had requested that "an immediate notice of the animal's owner ". More will be dis- <br />cussed on this at the January 4, 1978 meeting. <br />Mr. Zelinka reported on the meeting of the Personnel Commission. A job description <br />had been prepared for the person who will take care of the Hall rink and warming <br />house. The hiring of this person is to be left to the discretion of Mr. Volk. He <br />is working with several agencies with the possibility of obtaining an attendant <br />with no cost to the City. Mr. McLean moved to approve the job description with <br />the salary range of $2.50 to #3.00 p /h. Seconded by Mr. Karth. Motion carried <br />unanimously. <br />Mr. Zelinka presented a motion from the Personnel Commission that the proposed <br />salaries be approved and become effective January 1, 1978. The salary proposal: <br />is as follows: Mr. Volk, $1300.00 p /m; Mr. Lundgren, $6.24 p /h; Mr. Jon Rector, <br />$6.35 p /h; Mr. Borovansku, $5.06 p /h; Mr. Hagen, $6.86 p /h; Mr. Jack Rector, $6.24 p/h <br />Mrs. Sarner, $973.00 p /m; Mrs. Anderson, $4.10 p /h; Mr. Kelling, $716.00 p /m; Mr. <br />Gunderson, $5.53 p /h; Fire Marshall, $140.00 p /y; C.D.Director Expenses, $30.00 p /m; <br />Weed Inspector, 200.00 p /y; Chief Myhre, $1528.00 p /m. Mr. Zelinka moved to approve <br />these salaries as of Jaunuary 1, 1978, Mr. Schneider asked the Police Chief and <br />the Clerk's salaries be deleted from this motion, and he considered at the January <br />4, 1978 meeting. Mr. Zelinka accepted this request. Motion was seconded by Mr. <br />Karth. Motion carried unanimously. The matter of the Police Chief's and the <br />Clerk's salary is to be put on the January 4, 1978 agneda. <br />The Clerk had asked th have the range in which the salaries for the Clerk and the <br />bookkeeper had been placed to be reconsidered. The Personnel Commission had dis- <br />cussed this, with no action being taken at this time. These positions will be <br />studied before next year. <br />The Personnel Commission had done an analysis on salaries fo the members of the <br />Police Department, but did not present a recommendation since they are under <br />Union contract. <br />The matter of vacations, Holiday pay and overtime pay had been discussed. These <br />had been worked out at one time. The Clerk was instructed to post these schedules <br />in places readily available to the employees. Mr. Zelinka so moved. Seconded by <br />Mr. Karth. Motion carried unanimously. <br />
