January 23, 1978 <br />61 <br />..A copy of a Resolution passed by the Centerville City Council in reference to the <br />use of the Hensel home by the Anoka County Park Department had been received and all <br />members have a copy. <br />..Municipal fines for the month of December were $549.17; <br />..Mr. Burman had mailed a copy of the proposed amendments to the County Shoreland <br />Zoning Ordinance. This does not apply to this City, it is for information only. <br />..Notice of the mediation hearing had been received, This hearing will be held Jan. <br />26, 1978, at1:00 PM in the Anoka County Court House; <br />..Notice of the publication of the public hearing on the improvements planned for <br />Birch Street had been received. <br />Mr. Schneider said there needs fo be some discussion on the planned use of the Federal <br />Revenue Sharing Funds. This needs to be posted and published before the hearing. <br />Since the next Council meeting is scheduled for February 13, 1978, Mr. Schneider asked <br />if this matter could be discussed at the special meeting scheduled for January 25, 1978. <br />The Council had no objections. <br />Mayor Karth reported the City has the use of a large piece of equipment in exchange <br />for the storage of the equipment. This a loader. The Clerk was instructed to notify <br />the insurance agent of this matter. <br />Mr. Kulaszewica reported on the Personnel Commission meeting held on the llth of <br />January. The matter of overtime for the employees had been discussed. The men had <br />asked for overtime after 40 hours but public employees work on a 48 hour week. The <br />matter of overtime for call back time had been discussed and the Personnel Commission <br />had recommended "that if any employee is called back to work after completing an eight <br />hour day, he be paid for a minimum of two hours at one and one -half his pay rate," <br />This is for an emergency or unscheduled work only. Mr. Kulaszewicz moved to approve <br />this recommendation. <br />There was discussion of Mrs. Anderson and how this could affect her returning for <br />evening meeting - would this be considered a 1 time the pay scale? <br />It was suggested that on days when meeings are scheduled,a'short work day of six <br />hours be initiated, and the meeting time would complete the eight hour day. However, <br />it was felt these are regular scheduled meetings and do not constitute an emergency, <br />and would not qualify under the desctiption as set forth for 'call back time.' <br />Mr. McLean seconded the motion with the enderstanding this is to apply to maintenance <br />personnel only. Motion carried unanimously. Mr. Schneider asked that the Council's <br />reasons for the exclusion of Mrs. Anderson be included in these minutes. <br />Mr. Kulaszewicz reported that Mr. Krischbaum is in the hospital and his scheduled <br />return to work is unknown at.this time. The scheduling in the Police department <br />ahs been working but there is concern of someone else becoming ill. <br />Mr. Kulaszewicz presented the year end report for the Police Department. Each <br />Council member has a copy of this report and the communities are paresented separately. <br />Mr. Fred Hillyer was present and asked the status of his request for 80 hours vacation <br />pay. He had presented this on his last time card, it had been approved by the Chief <br />and he had not received the check. <br />Mayor Karth said this matter had been turned over to the Attorney for an opinion. <br />Mr. Locher said at the present time there is a grievance filed and is going to <br />ararbritation on a previous request on the same question. This is for Mr. Ross, Jr. <br />This request is for 80 hours pay when the total hours worked has reached 2080 hours <br />and is not an annual payment. <br />
