62 <br />January 23, 1978 <br />Mr. Hillyer said it takes approximately 2;2- to 3 years to attain these hours. He <br />said there are three prior cases_ in which part time hours were used to compute <br />vacation time. <br />Mr. Zelinka said a full time officer would get the 40 hours off with pay, a part <br />time employee, at approximately 10 hours per week, would need to take four weeks off, <br />without pay. <br />Mr. Hillyer said he had no intention of taking the time off. The current schedule <br />in the Police Department could not be worked around such time off. <br />Mr. Schneider felt the purpose of a vacation is for the employee to have the time off. <br />Part time personnel is not considered for vacation since this is usually an extra job. <br />Mr. McLean felt that vacation pay for part time employees constitutes bonus for com- <br />pleting the 2080 hours. Sone concessions were made at the time the department was <br />set up. <br />Mr. Zelinka felt this vacation pay should be allowed, but would this create more <br />problems in the future? Mr. McLean wondered how this would affect the part time <br />maintenance men? <br />Mr. Locher said that Mr. Smythe had recommended to wait and see how the negotiations <br />wnet - he felt the contract was unclear and a point for arbritation. Mr. Smythe had <br />suggested that for part time employees, this time be pro -rated in ratio to the hours <br />worked. <br />Mr. Locher was asked if this matter will be considered at the mediation hearing and <br />he said, No, since this matter is already certified for arbritation. <br />Mr. Zelinka asked, if any action by this Council would have any effect on the <br />negotiations and Mr. Locher said, No. Whatever decision is made will only apply to <br />this contract. This contract can be re- worded. <br />Mr. Zelinka moved to approve the two weeks vacation pay for Mr. Ross, Jr. and Mr. <br />Hillyer based on the present contract and this be a matter for future discussion. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Locher said he needed the records on the Police Department that the Clerk has and <br />needs someone to introduce the evidence to the mediator. He would like to meet with <br />whomever is going with hime before the hearing. Mr. Zelinka and Mr. Karth felt they <br />would be free to attend the hearing and Mr. Schneider thought he could attend. <br />Mr. McLean presented the actions from the Planning and Zoning Board meeting held on <br />January 18, 1978. <br />Mr. Menkveld's plat, 'Forest Glen, did not have all the documentation necessary and <br />some of the lots are not large enough. The Planning and Zoning had not received the <br />required recommendations from the Park Board. This matter will be on the February <br />agenda. <br />Ulmer's Rice Lake Addition #2 was considered and all documentation was available. <br />The Planning and Zoning recommended approval of the preliminary plat. Mr. McLean <br />so moved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. McLean moved to set the public hearing for February 13, 1978 at 9:15 P.M. <br />Seconded by Mr. Zelinka. Motion carried unanimously. <br />
