January 23, 1978 <br />63 <br />Mr. Ulmer asked for permission to obtain a building permit for this parcel of land. <br />The building would be located on a lot that fronts on Elm Street. <br />Mr. McLean felt this is too early in the process of the platting to issue a building <br />permit. Mr. Gotwald said there in now an existing 74 acres with sufficient frontage <br />on Elm Street - could not a building permit be issued on that basis? <br />The general consensus of the Council was this is permissable. However, Mr. Zelinka <br />reminded Mr. Ulmer that it would be his responsibility to make sure the building is <br />so located as to be properly situated on a planned lot. This would be necessary to <br />have a parcel of land that title could be transferred. <br />Mr. Gotwald asked if this is to be a model home and Mr. Ulmer said, Yes. He has no <br />intentions of trying to sell the home until he has a marketable title. <br />Mr. Locher said the building permit could be issued for the East one -half of the out - <br />lot - there is plenty of frontage. <br />Mr. McLean continued his report. The MarDon plat was considered next and all doc- <br />umentation has not been completed. This will be on the February 15, 1978 Planning <br />and Zoning Board agenda. <br />Mr. McLean requested that plats not be put on the agenda unless all documents have <br />been completed and are available for the Planning and Zoning Board. <br />Mr. Kenneth Erickson had presented a sketch for the splitting of Outlot B on West <br />Shadow Lake Drive. This needs to be presented as a preliminary plat and Mr. Erickson <br />was referred to an Enigneer to complete this plat. <br />On considering OUtlot A, as presented by Mr. Robert Peterson, this also needs some <br />additional documentationa and will be put on the Planning and Zoning agenda as soon <br />as the material is in. <br />The FeedRite Control proposal needs some written reports. There has been a special <br />Planning and Zoning Board meeting scheduled for February 8, 1979 for consideration <br />of this matter providing all documentation is in. <br />Mrs. Dorothy Maki, 6873 Sunrise Avenue, had applied for a variance to split a lot on <br />the corner of Sunrise and Gelnview. All papers were in order and the Planning and <br />Zoning Board had recommended approval of this variance. Mr. McLean so moved. Seconded <br />by Mr. Zelinka. Motion carried unanimously. <br />Mr. Zelinka made note of the fact that some of the homes and garages facing the side <br />streets in that area donot meet the present set back code. The consensus of the Council <br />was that all homes must meet the 30' set back requirements. <br />An application for a special use permit for the keeping of more than three dogs had <br />been submitted by Mr. Myrvold in December and had been on the January agenda. Mr. <br />Myrvold had not appeared at either meeting and the status of the request is not known. <br />Chief Myhre said he and been in an accident and is still in the hospital. The Clerk <br />was instructed to write and ask for their intentions as to the application for a <br />special use permit. <br />The Planning and Zoning Board had also gone on record as supporting the Council in <br />their contention that the Chain of Lakes Regional Park be used as intended. <br />Mr. Russ Almindger of 1305 Mound Trail presented the Council with a petition signed <br />by the residents of that street objecting to the use of the Leo Hensel home by the <br />Jonathan Home for Boys. The people present were informed of the scheduled meeting on <br />February 25, 1978 with Mr. Burman, Mr. Torkildson and a person from the Court Services <br />
