He felt that <br />second and third offenders should be tried as adjults. Mr. Neisen felt there is a move <br />in the House to implement some changes in this law. <br />The Public Hearing for the porposed uses of the Federal Revenue Sharing Funds was called <br />to order at 8:30 P.M. <br />Mr. Schneider read the law setting forth the requirements for this hearing noting that <br />all the requirements have been met. Mr. Schneider presented the proposed usage for <br />these monies. Oral comments were requested from the audines and there was none. The <br />relationship to the overall proposed budget was also considered. Mr. Schneider moved to <br />set the proposed budget hearing for February 27, 1978 at 8:30 P.M. Seconded by Mr. Zelinka. <br />Motion carried unanimously. The Clerk was instructed to publish the required notice and <br />the required budget information in the Forest Lake Times. <br />Mr. Zelinka moved to close the hearing at 8 :40 P.M. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />Mr. Benjy Munson, Fire Chief from Lexington, presented the new reporting forms and <br />explained the information they contain. There was general discussion and Mr. Munson pre- <br />sented the Council with the report for the month of January. The Council thanked him for <br />his time and information. <br />Mr. Munson suggested the City check the square mileage in the contract for accuracy. It <br />is possible the lands taken by the Anoka County Park Department are still in the overall <br />total. The Clerk was instructed to check this out - also to cehck the square mileage on <br />the Centerville contract. This matter should be put on the next agenda. Mr. Schneider <br />so moved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Jerry John of 6688 East Shadow Lake Drive, <br />having with the contractor who constructed his <br />need to be taken care of and he cannot get the <br />to the Council that some provisions be made to <br />presented the Council with problems he is <br />home. There is quite a list of items that <br />contractor to do the work. He suggested <br />assure consumer protection. <br />Mr. Locher suggested the matter be taken to conciliation court; there is also a consumer <br />protection bureau or contact the Better Business Bureau. <br />Mr. John said he has an Attorney working on this matter and he has also requested the <br />Building Inspector to check this home. <br />There was discussion on the matter of licensening the contractors and requiring a <br />bond and the legal actions that could result from these requirements. The Council made <br />no decisions on this matter. The Building Inspector is in the process of preparing a <br />list of suggestions in this area. When this is completed, there will be Council con- <br />sideration of these problems. <br />Mayor Karth reported he had attended the Metropolitan Open Space and Recreation meeting <br />that discussed the use of the Park property by the Jonathan Home for Boys. The general <br />consensus was one of disapproval of this use but the legality was not known. This will <br />be checked before any futher action is taken. However, if this is a permissable use, <br />a contract will be written stating that this facility must be vacated at the time funds <br />become available for development of the Park. <br />Mayor Karth also reported to the Council of a meeting of the Rural Area Taskforce that <br />he is a member of. This is to consider and make recommendations as to density. He <br />will have more on this later. <br />
