February 13, 1978 <br />Mayor Karth had checked on the matter of a full time building inspector and the requirement <br />is for a certified inspector. Mr. Mobley has this certification. <br />The Public Hearing called by Anoka County for February 23, 1978 was discussed. Also, <br />the ideas that had been given to the Council members concering the Otter Lake Regional <br />Park as proposed by Metro and Ramsey County Open Space. The Clerk is to contact the <br />Hugo offices for the possibility of meeting with members of that Council at 7:00 P.M. <br />on February 23, 1978. If this is possible, Council members are to be informend. <br />Mr. Zelinka said there had been some rumors on the possibility of a merger between <br />Lino Lakes and Centerville. At the last Park Board meeting, it had been suggested <br />that perhaps this matter should be cehcked. Mr. Peter Scherer had been designated as <br />the Board members who would check this out. There was some discussion on this matter <br />with pro's and con's being aired. There was no decision. <br />The Public Hearing on the platting of Ulmer's Rice Laek Addition #2 was called to order <br />at 9:15 P.M. Mr. McLean reported that all required documentation is in order; all <br />lots are of the proper size and the Planning and Zoning had recommended approva. <br />Mr. Locher read the legal publication as appeared in the Forest Lake Times. Mr. Locher <br />said he had checked the abstract of the original plat and will track the 'index for <br />clearance of title on this since it is a part of the original. <br />Mr. McLean moved to approve the plat of Ulmer's Rice Lake Addition #2 to include a <br />check of the anstract. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Schneider moved to close the hearing at 9:25 P.M. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />Mayor Karth reported that the long range road plans and street lighting will be <br />ready for the next Council meeting. Mr. McLean asked if a survey of the lighting had <br />been done to determine how many were private? This had been done and there is only <br />onel light that is privately financed. Mr. Schneider asked that the budget be <br />checked for inclusion of additional street lights. <br />Mr. McLean reported on the special meeting of the Planning and Zoning Board. This <br />meeting had been called for the purpose of considering the rezoning an eleven acre <br />parcel of land North of I35W and South of Lilac. Feed Rite had requested this parcel <br />of land be rezoned to Heavy Industrial. Mr. McLean said the Rice Creek Watershed <br />Board's approval would be necessary at the time of construction, not the rezoning. <br />The Planning and Zoning had recommended approval of this rezoning. <br />Mr. Zelinka asked what would be constructed on that site and Mr. Shipp said a ware- <br />house, lab and office facilities. Mr. Zelinka was concerned over high smoke stacks <br />and Mr. Shipp assured him there would he no such construction. <br />Mr. McLean moved to approve rezoning for this parcel of land from agricultural to <br />heavy industrial and set a public hearing for February 27, 1978 at 9:00 P.M. Seconded <br />by Mr. Zelinka. Motion carried unanimously. <br />Mr. Shipp said he had contacted the owners of three of the homes and had not found <br />any disapproval. The Clerk was instructed to inform all property owners within 300' <br />of the public hearing. <br />Mr. Kulaszewicz had no report, however, Chief Myhre had asked to speak to the Council. <br />Chief Myhre said the hours approved for Baline All Pets had been taken from a statement <br />from M.A.P.S.I. This had been for only 10 hours per month and this was for an incomplete <br />
