Mr. <br />Schneider said he would like to compare the current costs against the budget before <br />making a decision on this matter. <br />Chief Myhre also asked for clarification on the entry to private property to pick up <br />stray animals. Chief Myhre said the decision at the last Council meeting on this matter <br />leaves a 60' roadway for the animal control to operate within. <br />Mr. Zelinka said this was not the intention. He felt if an unattended dog is sighted <br />and the animal heads across private property home, the animal should be followed. How- <br />ever, he felt that the issuance of a ticket would be more effective than the impounding <br />of the animal. Mr. Zelinka said if an animal is sitting on a doorstep, and it can be <br />determined that there is no license, then an effort should be made to contact the owner <br />and inform them of the violation and issue a ticket, rather than impound the anima.. <br />He did feel if an animal is sitting at a home and the resident says the animal deos not <br />belong to her, then the animal should be impuonded. <br />Mr. Zelinka moved to have Chief Myjre inform the Animal Control of these facts. Second- <br />ed by Mr. McLean. Motion carried unanimously. <br />Mayor Karth said he had been contacted by members of the Police Department who have <br />had to replace uniform items and asked if they could receive their uniform allowance <br />checks. The Council felt the allownace sould be paid. under last years contract. The <br />Clerk was instructed to write these checks. <br />There was discussion of the Police Department patrolling within the Anoka County Park <br />and if there had been calls to the Jonathan Home for Boys. Chief Myhre said the time <br />has not increased. The Council said the point is that there should be no patrolling <br />within the Park. <br />Mr. Schneider moved that any calls to the Police Department for problems within the <br />Anoka County Park be kept as a separate record and periodically billed to the County. <br />Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />• <br />Mr. Schneider presented the financial report for the month of January and answered <br />questions from Council members. <br />Mr. Schneider said there are two of the unfinished items he is concerned about; 1) the <br />fee structure which should be taken care of ; and 2) the Police Advisory Board. Another <br />item was the shot clinic for dogs. <br />The Clerk reported she had contacted the Circle Pines Police Department and they are <br />planning such a clinic in April. She had been informed that Lino Lakes is welcome to <br />participate in that clinic. <br />Mr. McLean moved to approve the participation of this City in the Animal Clinic being <br />conducted by the Circle Pines Police Department in April. Seconded by Mr. Kulaszewicz. <br />Motion carried unanimously. The Clerk is to check the costs to the animal owner before <br />publicizing. <br />The unfinished list was considered by the Council. Mayor Karth had designated <br />various itmes to various Boards or to Council members. This will be updated by the <br />III Clerk. <br />In conjunction with the proposed Ordinances, Mr. McLean asked if bonding and licensening <br />of contractors would really protect the consumer? Mr. Locher said the cost of the <br />bonding would be passed on to the consumer. The policing would fall on the Building <br />Inspector, this would mean ore hours for the inspector. The pros and cons on <br />licensing and bonding were discussed. It was felt that Mr. Mobley's written proposal <br />
