78 <br />February 27, 1978 <br />Mayor Karth presented a notice on waste management study hearing that is part of the 201 <br />facility. If anyone is interested, he has the information. <br />He also presented the proposal for street lights as prepared by Mr. Volk. Members of the <br />Council already have the estimated road work proposal prepared by Mr. Volk. In the pro- <br />posal for street lighting, there is a sample ordinance requiring the developers to install <br />the street lighting at the time of development. If there were 50 lights installed in this <br />manner, the City would realize approximately a $4,200.00 savings in a one year period. <br />This matter will be studied by the Planning and Zoning Board and the. Clerk was asked to <br />supply the maps from the Electric Companies that have the location of the existing street <br />lights for that meeting on March 15, 1978. <br />The public hearing on the budget was called to order at 8:30 P.M. Mr. Schneider presented <br />the requirements and noted that all had been met. Mr. Schneider presented the proposed <br />uses of the Federal Revenue Sharing Funds in relationship to the overall budget. Mayor <br />Karth asked if there were any questions or comments from the audience. <br />Mr. Walberg asked for the proposed uses of the Federal Revenue Sharing Funds and Mr. Sch- <br />neider quoted the numbers as listed in the publication. <br />Mayor Karth asked if there were any further comments or questions from the audience and <br />there were none. <br />Mr. Zelinka moved to close the hearing at 8:40 P.M. Seconded by Mr. Kulaszewicz. Motion <br />carried unanimously. <br />Mr. Schneider moved to approve the budget as published. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />Discussion returned to the Jonathan Home for Boys. Mr. McLean commented on the escape of <br />the juveniles from the facilities located outside the fence at the MMTC. Mr. Schneider <br />reported the Citizens Advisory Committee that he is a member of and works with the MMTC, <br />has asked for an explanation of the incident. The juveniles that escaped are housed in <br />the two cottages located outside the fence and are County facilites and have no connect - <br />ion with the operations at the MMTC. <br />There was discussion on the redtagging of the Leo Hensel home and what the next action <br />should be - Mr. Locher said the City can bring action and have an injunction issued. Mr. <br />Locher also questioned the possibility of action against the County for the taking of the <br />lands for one purpose and using for another. <br />Mayor Karth reported the Metropolitan Open Space had left the decision as to whether the <br />operation stays or not, up to the County and the City. Mr. McLean feft this matter should <br />be taken care of and settled. <br />Mr. Kulaszewicz presented pictures Chief Myhre had taken of the LeRoy Houle home on Birch <br />Street. There was also a report from Mr. Beach, Tree Inspector, and a report from Mr. <br />Mobley, Building Inspector. Since Mr. Houle was not present to answer questions, the matter <br />is to be on the March 13, 1978 agenda with Mr. Houle and Mr. Beach to be at that meeting. <br />Mr. Zelinka reported that he had checked into several public address systems, but would <br />like to check further before presenting his report. Mr. McLean moved to request Mr. <br />Zelinka to check this matter of a public address system for the Council chambers and <br />present a proposal for Council consideration. Seconded by Mr. Kulaszewicz. Motion carr- <br />ied unanimously. <br />
