February 27, 1978 <br />The public hearing for the rezoning of properties as requested by Feed - Rite was called <br />to order at 9:00 P.M. Mayor Karth requested anyone from the audience, who had comments to <br />make, please state their name and address. <br />Mr. McLean presented the application for rezoning from Res /Ag to Heavy Industrial. The <br />street into the property will be surfaced as a 9 ton street, with a cul -de -sac and dedic- <br />ated to the City,for maintenance. The setbacks and building will be according to City <br />codes. Mr. Gotwald had reviewed this application, had checked with the PCA and had found <br />no problems. The matter of approval from Rice Creek Watershed Borad will be at the time <br />of. construction. The Lexington Fire Department had been consulted and no problems had <br />been encountered in providing fire coverage for the installation. There will be a minimum <br />of two inspections per year. <br />Mr. Karth asked for comments from the audience and Mr. Bob Wahlberg, of 540 Lilac, said <br />they had no knowledge of this operation except what they had heard this evening and asked <br />just what the operation was. <br />Mayor Karth asked Mr. Donald Shipp to explain just what the operation would be. Mr. <br />Shipp explained this is a division of Hawkins Chemical Company. All the packaging is <br />done on the river in Minneapolis where the materials are delivered by barge or rail. <br />This is to be a distribution center, warehouse, office facilities and a lab. The vehicles <br />used are single axle trucks, the materials is loaded at this facility for distribution <br />in a four state area. There will be containers of clorine and some amonia, also floride. <br />These chemicals are used in water treatment of public water supply and in treating swimm- <br />ing pools. The company also gatheres water samples and tests them in the lab. There will <br />be no mixing or packaging, that is done elsewhere. <br />Mr. Wahlberg asked where the building would be located and what type of construction and <br />Mr. Shipp said the exact location has not been decided but felt the building would prob- <br />ably be of the cement block type with a facade. <br />Mr. Wahlberg asked if the decision on this could be postponed in order for him to give <br />some consideration to what he had heard here this evening. He asked Mr. Shipp for plans <br />for the building and a site plan. Mr. Shipp said he did not have plans and specifications <br />at this time and would not have them prepared until after the rezoning had been approved. <br />If this rezoning is not approved, the plans would be of no use to him. <br />Mr. Zelinka explained the matter of rezoning does not have any connection with the con- <br />struction. This will have to be presented to the Planning and Zoning Board at the time <br />construction is planned. <br />Mr. Doug Ramsden, of 518 Lilac, asked if there is any change in use, does Mr. Shipp have <br />to come before the Planning and Zoning for approval and he was told, Yes. <br />Mary Wahlbert, 501 Lilac, asked if there had been any thoughts as to planning for land <br />use - is this area to become commercial - what effect would this have, on the residential <br />area already there? <br />Mr. Zelinka said this should have no effect as to the use of a portion of the area for <br />residential purposes. Mr. McLean presented the Comprehensive Land Use Plan that design- <br />ates this area for commercial use. This in part is dictated by the close proximity of the <br />freeway. Mr. McLean also felt this building could partially provide a buffer of the noise <br />from the freeway for the existing homes. <br />Mr. Zelinka asked Mr. Shipp what requirements would be needed for sewage and Mr. Shipp <br />said there would be just the lavatories in the office and what was necessary for the lab. <br />He felt a system such as would be installed in a private home would serve this facility. <br />
