Motion carried unanimously. <br />81 <br />Mr: McLean said there are some questions to be answered in the Forest Glen and Mar Don <br />Plats and a special meeting has been set for Wednesday, March 8, 1978 with Mr. Locher <br />and Mr. Gotwald to resolve these questions. <br />El Rehbein & Son had applied for a special use permit, to allow the use of.a garage :at a <br />model home in Shenandoah to be used as a display room. The Planning and Zoning had re- <br />commended approval of this special use,permit. <br />Mr. Mobley said some provision must be made for returning this portion of the structure <br />to a garage and not converting to a family room. He had asked the garage door be, installed. <br />MayorKarth suggested that a stipulation to the special use permit be that this door must <br />be installed and the building be returned to the status of a garage at the time the re- <br />sidence is sold. <br />Mr. McLean moved to approve the special use permit with the stipulation that at the sale <br />of the home, the structure must be returned to the original status of a garage. Seconded <br />by Mr. Schneider. Motion carried unanimously. <br />The Planning and Zoning. Board had studied an amendment to Ordinance #56 that is designed <br />to control the parking of trailers, specifically portable offices, outside a trailer park. <br />Mr. Mobley said he has a copy of a new ordinance incorporating some of the,State require- <br />ments on the parking of trailers. <br />Mr. McLean requested this matter tabled until the next meeting. <br />Mr. McLean read the position paper that had been prepared in answer to the Metropolitan <br />Open Space Committee in reference to the Otter Lake Regional Park (Thepper is printed <br />at the end of these minutes). Mr. McLean moved to adopt this as the City's official pos- <br />ition. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. McLean said the matter of park dedication, whether land or money, must be settled. <br />He suggested a special meeting for this purpose only and this meeting should involve all <br />Boards. After some discussion, Mr. McLean moved to set a special Council meeting for Mon- <br />day, March 6, 1978 at 8:00 P.M. for this purpose. Members of the Park Board and Mr. K. <br />Gourley of the Planning and Zoning Board are to be notified of this meeting. Seconded by <br />Mr. Zelinka. Motion carried unanimously. <br />Mr. Schneider had no further report. <br />Mr. Zelinka had no report. However, at the last Park Board meeting, the matter of a merger <br />between Centerville and Lino Lakes had arisen and Mr. Scherer had volunteered to gather <br />what information he could in this matter. <br />Mr. Scherer saif he had attended a meeting this past week where the pro's and con's of this <br />matter had been discussed. There is a need for much more information before any sort of <br />serious discussion can take place. <br />Mr. Locher reported that he had had a call from Mr. Menkveld on the question of the street <br />IIIon the West side of the Forest Glen plat. This will be resolved at the special meeting. <br />Mr. Gotwald reported that the lift station on LaMotte road is in and operable and some <br />homes have connected. <br />Mr. Zelinka questioned Mr. Gotwald on the St. Paul Water Department property located on <br />that street. It would appear that the house is located in the City of Lino Lakes, but all <br />
