8 0 <br />February 27, 1978 <br />Mrs. Mary Wahlberg asked if there would be fences and Mr. Shipp said, not unless there is <br />something to be stored outside. He said they would prefer to store all materials inside <br />and does not anticipate the installation of any fences. <br />Mr. McLean asked Mr. Wahlberg what his thoughts were on the holding back on the rezoning <br />and. Mr. Wahlberg said he did not know the implication of Heavy Industrial Zoning and asked <br />if there was a definition. <br />Mr. Locher read the allowed uses in a Heavy Industrial Zone as set forth by Ordinance #56. <br />Mr. Locher said an Ordinance would be adopted for this rezoning setting forth the planned <br />usage as stipulated by Mr. Shipp. <br />Mr. Zelinka said, in view of the fact this facility operates on a normal sewer system with- <br />out excessive demands, this should be an attrictive addition to the City. This City can <br />no longer afford to remain a bedroom community due to the various tax structures and a comm- <br />ercial installation such as this should help in this. <br />Mr. McLean moved to approve the rezoning for Feed - Rite with the operation to be limited <br />to chemical storage, warehousing, distribution, office facilities and lab activities. <br />Mrs. Mary Wahlberg wanted it noted in the records that she object to this rezoning. <br />Mr. Shipp asked if these stipulations would restrict the selling of the property and chang- <br />ing the usage? Mr. Zelinka said, if there is a drastic change in the operation, then it <br />would have to be reciewed by the Council. Since the requirement of 5 acres for commercial <br />establishment is set forth by ordinance and this parcel of land contains 11+ acres, there <br />is a possibility of a portion of it being sold and another facility being built there. <br />This would be considered at that time. <br />Mr. Zelinka seconded the Motion. Motion carried unanimously. <br />Mr. Zelinka moved to close the hearing at 10 :00 P.M. Seconded by Mr. McLean. Motion carr- <br />ied unanimously. <br />Mr. McLean presented his report from the Planning and Zoning Board. Mr. Robert Peterson <br />had presented Lakes Addition #4 plat for consideration. The Planner and Engineer had re- <br />viewed the plat and had recommended approval. Mr. Peterson presented a.report from the <br />Rice Creek Watershed Board. This Board has changed it's method of operation and no longer <br />will review plats until the preliminary has been approved by both the Planning and Zoning <br />Board and the City Council. <br />Mr. McLean moved to approve the preliminary plat of Lakes Addition #4 as presented. Sec- <br />onded by Mr. Schneider. Motion carried unanimously. <br />Mr. McLean moved to set a public hearing for March 13, 1978 at 8:30 P.M. Seconded by Mr. <br />Kulaszewicz. Motion carried unanimously. <br />Mr. Art Rehbein had presented two plans for two different styles of homes that he wants <br />to construct on a lot on Marshan Laoe. Both designs were undersized. The Planning and <br />Zoning Board had voted to deny the construction of the homes. Mr. McLean moved to deny <br />the variance request. Seconded by Mr. Zelinka. Motion carried unanimously. <br />North NorthEast Realty had applied for a variance for the transfer of a parcel of land <br />containing 4,800 square feet in order to straighten out the property lines of the parcel <br />where their office building is located at the intersection of Lake Drive and Main Street. <br />The Planning and Zoning Board had recommended approval of this variance.
