86 <br />March 13, 1978 <br />Mayor Karth presented the following names for members of the Police Advisory Commission; <br />Mr. Gunnar Kronholm, Mr. Al Ross, Mr. Tom Papin, Mr. Ronald Jaworski, and Mr. Peter Schu- <br />macher. These men would be charged with a review and re- evaluation of the 1974 study that <br />set up the Police Department and an alternate to the rising cost. Mr. Richard Kulaszewicz <br />will be the Council Liason to this commission. There was some suggestion of using some mem- <br />bers from the Personnel Commission but it was felt there could be a conflict of interest. <br />Mr. McLean moved to establish this Commission with the persons as listed by the Mayor and <br />instruct them to present a report on the items; <br />1) Review the report establishing the Police Department; and <br />2) Re- evaluate the costs and present possible alternatives. <br />The motion was seconded by Mr. Schneider. Motion declared passed. <br />Mr. Zelinka suggested that Centerville should be invited to the meeting ans an ex- officio as <br />a liaison contact, not as a voting member. <br />Mr. McLean moved to establish this board as a temporary task force to solve problems as given <br />to them by the Council and to the satisfaction of the Council. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mr. Zelinka suggested that a meeting date be set, this Commission should meet at the City <br />HwII and at least once a month. They should select their own Chairman, with Mr. Kulaszew- <br />icz to serve as Council liaison. Mr. Zelinka so moved. Seconded by Mr. McLean. Motion <br />declared passed. <br />The first meeting was scheduled for April 4, 1978 at 7:30 P.M. The Clerk was instructed <br />to inform the members of these actions. <br />A letter had been written to Mr. LeRoy Houle asking that he attend this meeting to explain III <br />his plans for the disposal of the debris at h.iS location on Birch. Mr. Gerald Beach, Tree <br />Inspector, was present and he had also presented the Council with :a report on this. How- <br />ever, Mr. Houle was not present. Mr. Beach asked the Council for direction as to how he <br />should proceed with this matter. The Council suggested he meet with Mr. Houle and see what <br />could be done. Mayor Karth suggested this. be, done, do what he can and then report back to <br />the Council. Mr. McLean suggested Mr. Houle be given a chance to appear before the Council. <br />The Clerk is to write a 'second request' letter and put Mr. Houle on the agenda for March <br />27, 1978 at 8:30 P.M. <br />Mr. Mobley reported on the application for a building permit submitted by the Anoka County <br />Park Department for the remodeling and repairing of the Leo Hensel home. Mr. Mobley said <br />this application is incomplete and there are no plans as to what is,to be done. Mr. Mobley <br />said, he needed more information before the application can be approved. Mr. McLean moved <br />to table a decision on this application until more information is available. Seconded by. <br />Mr. Kulaszewicz. Motion declared passed. <br />Mr. Mobley asked the Council if the law, should be enforeced according to the State Building <br />Code in the areas of occupation permits and the moving, in of families before the home is <br />completed. The general consensus of the Council was this should be enforced. <br />Mr. Mobley also asked if the old building located at the gravel pit just off County Road J <br />and Otter Lake Road could be condemned and destroyed., Mr. Mobley suggested that the PCA. <br />and the DNR be contacted and ask they take a look at this structure. <br />Mr. Zelinka felt there was no need for Council action on this matter of enforcing the State <br />Building Code, this should be done uniformly. <br />Mayor Karth said there is getting to be quite a collection of vehicles in many yards. He <br />felt the ordinance should be published in April and the clean up should be done in May. <br />
