March 27, 1978 <br />There was discussion on, this matter with Mr. Locher reminding the Council this could only <br />apply to City, streets and County Roads. Mr. Schneider moved to set a fee of $5.00 to cover <br />inspection time and clerical costs. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mayor Karth had received a question as to who owns that section of Mound Trail that was <br />in Lino Lakes and located between the Leibel home, and Centerville Lake. This portion of <br />the street is owned by Anoka County and the lake shore property is owned by the St. Paul. <br />Water Department. The street has been reconstructed in back of the homes and the resid- <br />ents had wondered who to go to for the vacation of the prior right -of -way. <br />Mayor Karth presented the Planning and Zoning Board action in the absences of Mr. McLean. <br />The Forest Glen: plat was first but since Mr. Menkveld was not present, action on this was <br />delayed until he arrives. <br />The Planning and Zoning Board.-had considered the Mardon plat and the one item remaining <br />to be Cleared is the power line easement. A copy of the legal prepared, and sent to the <br />power company was checked by Mr. Locher and found to be excepting the wrong parcel. How- <br />ever, a public hearing could be held on this plat subject to the correct legal on the. <br />easement. Mr. Schneider moved to set a public hearing on the MarDon plat for April 10, <br />1978 at 8:30 P.M. Seconded by. Mr. Kulaszewicz. Motion declared passed. <br />The plat of Lakes Addition #5 was considered. It was noted that West Shadow Lake Drive <br />is platted as it is now used. Outlot A is too small for building but Mr. Erickson hopes <br />to sell to the person purchasing the lot directly to. the Nort that is aleady platted. Mr. <br />Schneider moved to set a public hearing on this plat for April 10, 1978 at 8:45 P.M. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Jerry Blackbird, representing El Rehbien, had applied for a variance to transfer title <br />on a parcel of land of less than 22 acres. This parcel had been created before the 22 <br />acre requirement but the Register of Deeds will not transfer title since this parcel will <br />not qualify under the current regulations. Mr. Locher checked the legal description which <br />was correct. Mr. Schneider moved to approve this variance. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />The building plans for Andy's; Country Store planned for the corner of Highway #8 and Main <br />Street had been considered. There was some discussion of screening to the West. It was <br />suggested that perhaps the neighbors should be consulted on their preference. Mr. Mobley <br />was concerned with noise created by the air compressor. Mr. Schneider moved to have the <br />developer present the type of buffer he will be installing and in which direction the <br />exhaust of the air compressor will be directed. Seconded by Mr. Kulaszewicz. Motion <br />declared passed. <br />Mr. Menkveld had arrived. The Forest Glen plat was discussed. Mr. Menkveld said he had <br />not problems with the requirement of recording an easement along the West line of the lots. <br />Mr. Kulaszewicz moved to set a public hearing for April I0, 1978 at 9:00 P.M. Seconded <br />by Mr. Schneider. Motion declared passed. <br />Mr. Houle had arrived and Mayor Karth questioned him as to his intent in clearing the <br />diseased trees on his property. Mr. Houle explained he is using the trees for fill, cutt- <br />ing off the top of the hill of his property and covering the trees in order to be able to <br />use more of his land. He said this is an accepted method of handling diseased trees. Mr. <br />Houle said he had talked to Mr. Beach and he had felt this was correct. Mr. Locher felt <br />that the Anoka County Health Department should be contacted on this matter. <br />Mr. Gotwald said trees are clean fill and if this is not disturbing a drainage area or <br />filling a swamp then he could see no problems. <br />
