90 <br />March 27, 1978 <br />Mr. Schneider moved to instruct the Engineer to take a look at this operation for con- <br />formance and report back to the Council. Seconded by Mr. Kulaszewicz. Motion declared <br />passed. <br />Mr. Schneider read a portion of a letter from Mr. Mobley concerned with the parking of <br />vehicles and parts laying around the yard. Mr. Houle was asked about this. He agreed <br />that he could put some of this material and some of the vehicles in the pole building that <br />he has. He said he has some logs on his property but he plans to haul these to a saw mill <br />for lumber and this will be done as soon as the road restrictions are lifter. <br />Mr. Mobley had questioned the procedure on the unpermitted homes built by Mr. Lee Robinson <br />and Mr. Allan Robinson. There have been no septic permits, plumbing permits nor well per- <br />mits issued and as far as the building inspector can determine, no inspections. The SAC <br />have not been paid on either home. As for the electrical permits, this is a State permit <br />and Mr. Mobley will check with the State Inspector for conformance. The Clerk was instr- <br />ucted to write a letter to the Metropolitan Waste Control Commission, Attention: Mr. Ray <br />Payne, informing them of the e *isting homes that have not paid SAC and that the City will <br />no longer try to collect this charge. <br />Mr. Mobley felt that all other persons in the City must abide by the law and these persons <br />should also. He will contact the electrical inspector and the plumbing inspector on this <br />matter and report back to the Council. <br />Mr. Gotwald reported he had also recieved the copy of the street plans for West Oaks and <br />will forward his comments. He also presented the Council with a copy of an ordinance re- <br />quiring street Lighting. This matter is on the next Planning and Zoning Board agenda. <br />Mr. Gotwald said he will be forwarding plans and specifications for the Baldwin Lake Trailer <br />Court. to connect to the interceptor. <br />Mayor. Karth said the. Metropolitan Council is asking for some further action in the area of <br />pumping requirements for existing systems. He said the ordinance for 1icensening has been <br />discussed and should be acted on and the procedure for handling the pumping of septic sys- <br />tems should be set. Mayor Karth suggested a special meeting to deal with these matters. <br />After some discussion, a special meeting was set for April 3, 1978 at 7:30 P.M. for the <br />discussion of the following ordinances: 1) pumping procedures; 2) licensening contractors: <br />3) amendment to the trailer ordinance; and 4) disposal of unclaimed property. The Clerk <br />is to prepare an agenda and mail with the notices of the meeting. <br />Under Old Business, Mr. Schneider. asked about the brochures and the Clerk said she has not <br />gotten together with the printer as yet. He asked that a bulletin board. be installed in the <br />main hall for employee notices, reminded the Council of the open house at the MMTC on April 2, <br />1978 from 1:00 to 5:00 P.M. <br />Mr. Schneider, reported on the meeting held with Mr.. Anfinson last week and had planned to <br />present a report on the audit at this meeting. He said he would prefer to defer this until <br />the other Council members are present. However, he did inform the Council that this year's <br />audit is prepared on the accruial basis and is different. This will be required by the <br />State soon,. so the City is ahead. Mr. Anfinson will be present a a meeting to discuss this <br />at a later date. <br />Under New Business, Mr. Bloomquist from the audience asked the Council about splitting a <br />parcel of land along County Road "J" into two parcels with less thatn the required 150 <br />feet on the street. He was told to get a form for a variance from the office and present <br />this request to the Planning and Zoning Board. <br />Mr. Schneider moved to approve requisitions #821 through and including #823. Seconded by <br />Mr. Kulaszewicz. Motion declared passed. <br />
