Motion declared passed. <br />Mr. Ulmer asked about the signing of the hardshells for the p;at- <br />ting of the Outlot. Mr. McLean moved to authorize the Mayor and tht <br />Clerk to sign the hardshells. Seconded by Mr. Zelinka. Motion de- <br />clared passed. <br />Mr. Volk had presented drawings for the construction of a shop of- <br />fice and a storage room on the balcony. The manner of construction, <br />the fire - proofing, the details of the shop office, and the figures <br />on the one bid in by the end of this week. It was felt this matter <br />could be discussed at the Council meeting scheduled for June 12.1978. <br />In the need to change the phones, Mr. McLean suggested a direct line <br />to just the Clerk's desk. More will be considered on this at the <br />time of final planning. <br />Mr. Zelinka asked the Clerk to call Heathkit on the P.A. system. <br />Mayor Karth reported that the parking lot between the ball fields <br />would be started tomorrow, Tuesday. Old railroad ties have been <br />obtained for the edge. The necessary coulvert will be furnished by <br />the County. The surface will be of a temporary material in case this <br />location doesn't work out and the parking area needs to be relocated. <br />Mr. McLean introduced the subject of code enforcement - at the pre - <br />sent time the City has these duties to many different departments: <br />such as, weed inspector, fire marshall, sign inspection, waste <br />control; what other ordinances do we have on the books that need <br />enforcing? The building inspector now paid on a fee basis, cannot <br />be expected to do these other duties without compensation. Should <br />the building inspections be left on a fee basis and the other en- <br />forcements on a retainer basis? <br />Mr. Mobley injected with some problems he has encountered on West <br />Shadow Lake Drive in the area of the installation of septic systems. <br />The Clerk was instructed to pull the file on Lakes Add. #1, it was <br />Mr. McLean's impression that this area along the lake the lake had <br />been platted for city sewers and not for on -site septic systems. <br />There was general discussion on putting this all tohether into a <br />program of inspection control, such as a full time inspection de- <br />partment. There was a suggestion on putting the weed inspection and <br />the fire marshall's duties under Mr. Volk's department, with the ap- <br />plications for fire permits being handled fromthe office, thus elim- <br />inating those positions, with a salary compensation to Mr. Volk for <br />the extra duties. <br />Mr. Schneider suggested setting up a special meeting for the con- <br />sideration of this. July 12 1978 at 8:00 P.M. was scheduled for <br />this special meeting. Mr. McLean so moved. Seconded by Mr. Zelinka. <br />Motion declared passed. <br />Mr. Mobley presented a problem he has with a resident constructing <br />a building without a permit and occupying an uncompleted home with- <br />out an occupancy permit. He has put a stop order on the building <br />and had red tagged the home. This resident had been given a variance <br />
