148 <br />August 14, 1978 <br />Mr. Fitch was present to discuss a complaint received by Mayor Karth on <br />the duck pond in his land abutting the Pine Haven Plat. A resident of the <br />area had requested this pond be fenced. Mayor Karth said this is only <br />one of many such ponds located within this City and if one must be <br />fenced, then he felt all such ponds would be required to be fenced. <br />There was discussion on the definition of a pond versus that of a <br />pool. Mr. Fitch pointed out that water had always stood in this area, <br />he had merely deepened the area with thefinancial assistance of Anoka <br />County to form a pond for wildlife. He felt that the children should <br />be educated by their parents to respect water, such as persons who have <br />lakeside homes must do. <br />Mr. McLean felt the parallel to a pool and a pond should be presented <br />to Mr. Locher for clarification. Mr. McLean so moved. Seconded by Mr. <br />Schneider. Motion declared passed. The Clerk was instructed to put <br />this matter on the August 28, 1978 agenda. <br />Mayor Karth said he had received a question on the matter of cutting <br />weeds from Mr. Robinson. He had asked, if a person is notified to cut <br />the weeds and they do not, can the weed inspector go in and cut the weeds <br />and bill the property owner? The Clerk was instructed to present this <br />question to Mr. Locher for an answer. <br />Mr. Kolstad was present to discuss thie matter of a mining permit for <br />the Air Park. The amount of soil to be removed was discussed and the <br />manner in which this could be accounted for. Mr. Kolstad said he would <br />only be selling 3000 cu yds. The permit as approved by the Building <br />Inspector had specified 18,000 c.y. Mr. McLean asked Mr. Mobley if <br />there was any problem reducing this figure and Mr. Mobley staid, No. <br />After some discussion on the method of controlling the amount of soils <br />removed, Mr. Zelinka moved to allow the removal of 3,000 c.y. with the <br />truck tickets to be presented at the City offices. Seconded by Mr. <br />Kulaszewicz. Motion declared passed. <br />The matter of the grades along the streetboulevard was discussed and <br />Mr. Kolstad said this should be completed by the 1st of September. <br />Mr. Kolstad said he was unhappy with the valuation of the $1100.00 per <br />acre placed on the land for Park fund purposes. <br />Mr. McLean said the Planning and Zoning Board had tried very carefully <br />to tell each land owner that a decision had not been made at the time <br />of platting. The Clerk was instructed to research the minutes for in- <br />formation pertaining to the Lino Air Park North plat. <br />Mr. Kolstad said he had turned over the specifications for final grade <br />to Mr. Gotwald. A copy will be delivered to Mr. Mobley. <br />Mr. Lorenz had presented the Council with a letter informing them of a <br />commuter bus servicestarting Sept. 5, 1978. This route will start at <br />Blainbrook Bowl in Blaine, stop at the Lino Lakes City Hall and one stop <br />in Centerville and then proceed to downtown St. Paul via 135E. He <br />asked if there could be a place designated at the City Hall for all <br />day parking. <br />After some discussion, Mr. McLean moved that the City Park parking lot <br />be designated for commuter parking, with a sign to be erected. <br />Seconded by Mr. Kulsazewicz.
