August 14, 1978 149 <br />Mr. Lorenz will provide a 'bus stop' sign to be installed. <br />Mayor Karth presented the problem of a City owned strip of land that <br />landlocks a 37 acre parcel of land which Mr. & Mrs. Dennis Cunningham <br />are in the process of purchasing. They would like to acquire this strip <br />of land in order to have acess and build. <br />Mr. Mobely had contacted the Anoka County Auditor's office for the <br />procedure to transfer title on this land. It would seem the most <br />efficient method of handling this matter would be Option #2 as submitted <br />by that office. This would entail the City completing an application <br />agreeing to payment of the appraised value as set by the County Commission <br />er of District #3. This would give the City a marketable title. <br />Mr. Mobley said he had consulted with Mr. Locher on this matter and he <br />had suggested that a variance be issued in order for the purchase of the <br />land to be finalized. This variance would be issued with the under- <br />standing that Mr. Cunningham would purchase the strip of land from the <br />City of Lino Lakes at the appraised price as it is agreed between the <br />County and the City, plus related costs. Mr. McLean so moved. Seconded <br />by Mr. Zelinka. Motion declared passed. Mr. Zelinka suggested a <br />bond or an escrow account to insure purchase of this land. Mr. McLean <br />said this should be establised by the City Attorney. The Clerk will <br />contact Mr. Burman and Mr. Locher on this matter. <br />The electricity had been interrupted by a storm and the Council meeting <br />continued with the use of the gas powered generator belonging to the <br />Civil Defense. Mr. Zelinka felt the City should have an emergency light <br />for just such happenings. Mr. Zelinka moved to purchase such a light. <br />Seconded by Mr. McLean. Motiondeclared passed. <br />Mr. Volk presented the plans and specifications for the construction <br />of the pole building to be used 'for storage. These plans and specificatio <br />have been prepared by Mr. Gotwald. <br />Mr. McLean asked if any provision for the use of one corner for a <br />warming house had been included and Mr. Volk said, No. This would be <br />subcontracted and he felt the City could handle that at a reduced cost <br />including the wiring and the installation of a window and door. <br />Mr. Schneider moved to authorize Mr. Volk to advertise for bids on <br />this building. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Volk asked for permission to have the opening date as of Sept. 8, <br />1978 in order to allow him time to have a recommendation for the Sept. <br />11, 1978 Council meeting. The Council agreed. <br />A list of the streets to be seal- coated and surfaced was presented to <br />the Council for their information. This is the contracted amount that <br />was established at budget time. <br />Mr. Volk had presented a requisition for street signs and posts for the <br />installation. This is just for signs in the new plats. There was some <br />discussion of installing some reserved parking signs by the side of <br />the building but it was felt this is not necessary. The Clerk was <br />instructed to get a memo to all departments that all full time personnel <br />will park on the grass to the East of the building. <br />The signs for the front of the building and the parks was discussed. <br />Mr. McLean suggested that all signs for City property be uniform.
