This is for City information only. <br />..Information from the League of Minnesota Cities on an Energy Conservation Program <br />had been received. The Clerk will make copies for all Council members. <br />Mayor Karth reported that Lee Starr of the Metropolitan Council staff would like to <br />meet with the Council to iron out the remaining problems. He will attend the September <br />25, 1978 Council meeting. <br />Mayor Karth presented the Council with the bid received on the pole building. Mr. <br />Volk said his only question was the legality of the receipt of the bid. The man who <br />was delivering the bid got caught on a traffic jam on the day the bids were to be re- <br />ceived and had called the figures into Mr. Volk at 4:20 P.M. The formal bid had been <br />received in the anvil on September 11, 1978, however, the postmark was dated September <br />8, 1978. All figures quoted over the phone agreed with the written bid. The total <br />figure for the building is $14,236.00, with $300.00 to be deducted if the company's <br />trusses are accepted. The $12,000.00 for the pole building will come from the Federal <br />Revenue Sharing Fund. The additional money needed will come from the Park Dedicated <br />Funds. This will be discussed further and pro -rated to the Road and Park Departments. <br />Mr. Schneider asked that this be put on a requisition and the amount to be debited to <br />each department be stated. <br />The completion date is the second week in November. The cost is to be paid at 10% <br />down and the balance upon completion of the building. <br />After some discussion, Mr. Zelinka moved to accept the bid subject to the Attorney's <br />ruling on the receipt of the bid, with $12,000.00 f ®p, tie Road budget and approximately <br />$2,000.00 from dedicated Park Funds. Seconded by Mr. McLean. Motion declared passed. <br />Mayor Karth reminded the Council of the Civil Defense Auction scheduled for Saturday, <br />September 16, 1978. In conjunction with this, Mr. Volk asked permission to put the <br />1969 Lo -Boy withs:the 5' mower and the 5' snow blower up for auction with a starting <br />bid of $800.00. Mr. Zelinka so moved. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Schneider moved to set a public hearing on the planned usage of the Federal Revenue <br />Sharing Funds for September 25th, 1978 at 8:30 P.M. Seconded by Mr. Zelinka. Motion <br />declared passed. The Clerk will see that the notice is published as required by law. <br />Mr. Schneider reminded the Council of the budget hearing scheduled for September 14, <br />1978 at 8:00 P.M. The levy must be certified by October 10, 1978. The regular <br />Council meeting date is the 9th and that is a legal holiday. The meeting will be <br />rescheduled for the 10th and the levy should be established before that date. <br />Mr. Schneider moved to set a public hearing for the budget with the use of the <br />Federal Revenue Sharing Funds set forth for October 10, 1978 at 8:30 P.M.. Seconded <br />by Mr. Zelinka. Motion declared passed. <br />The Clerk was instructed to put the matter of the Statement of Assurances on the <br />September 25, 1978 agenda. <br />Mr. Kulaszewicz felt there had been a misunderstanding in the matter of appointing <br />Mr. Hillyer to a full time position with the Police Department. The appointment <br />was to become effective immediately and remain in effect until Mr. Kirschbaum returns <br />to work. Mr. Kulaszewicz so moved. Seconded by Mr. Schneider. Motion declared passed. <br />Mr. Kulaszewicz said he had recived a resignation from Mr. Columbe. He is taking a <br />full time position with Anoka County. Mr. Kulaszewicz moved to acept Mr. Columbe's <br />resignation. Seconded by Mr. McLean.
