158 <br />September 11, 1978 <br />Nichlos will be present to present a plan for a combined Circle Pines/ Lexington/ <br />Lino Lakes Police Department. <br />Mr. Kulaszewicz said there will be a Personnel Commission meeting on Wednesday, <br />September 13, 1978 for salary discussions. <br />Mr. Zelinka reported there had been a special Park Board meeting on Saturday, <br />September 9, 1978 for the purpose of touring the City, specifically the East side <br />in search for potential lands for parks. He said there were a couple that could <br />possibly be used for park purposes. The Park Board would like to establish the <br />fee owner and find out if this is a possibility from the owner's point of view. <br />They would then need to talk to Mr. Locher as to the best method of acquiring the <br />land. <br />Mr. McLean asked if the Park Board had established an overall general plan for Park <br />needs for the City and Nr. Zelinka said, not on paper. He felt that this has been <br />done orally but not put on paper and finalized. <br />Under Old Business, Council members salaries was to be discussed. Mr. Kulaszewicz <br />said this matter will be discussed at the Personnel Commission meeting. <br />Mr. McLean noted the letter received from Mr. Hawkins on the condition of the old <br />gravel pit and the problems with shooting in that area. In that same line, it was <br />noted that the owner has cooperated with the City in trying to keep this area free <br />of debris and from being misused. Mr. McLean moved that a letter be written to Mr. <br />Herbst pointing out that the Council is aware of his many efforts in thsi area and <br />offering to work with him to alleviate this problem. Seconded by Mr. Schneider. <br />Motion declared passed. <br />There was also a letter from a resident on Baldwin Lake with the same problems <br />in regard to the shooting. Mayor Karth had received a similar letter from Mr. <br />Kelling with the same problems in the Aqua Lane area. Mr. McLean suggested <br />cataloging these letters. He felt the problem of shooting in the area and the need <br />to update the hunting boundaries may come sooner than expected. <br />Mr. Kelling had suggested the need for a blackboard for explaining figures. He <br />felt that it is easier to absorb the figures if they are written, rather than just <br />presented orally. The Clerk is to prepare a requisition for such a blackboard. <br />The continuation of the public hearing on the pigeon problem was called to order at <br />9:00 P.M. Mayor Karth said that all material had been copied for the Council members <br />He asked for comments from the members. <br />Mr. Schneider felt the ordinance doesn't clarify the restrictions on the keeping of <br />pigeons. He felt the City was at fault in part, in the issuance of the building <br />permit, allowing the operation to exist with no action takem. Mr. Schneider had <br />checked out the pigeon loft and found feathers near the building. He thought that <br />the fact that an extra lot had been purchased for this operation was an effort to <br />minimize the nuisance, but Mr. Schneider felt that personally, he would have some <br />reservations about living next door to such an operation. He felt this matter will <br />have to be settled by legal action. <br />Mr. McLean agreed. Mr. McLean wondered if some of this is not the result of a <br />personality conflict and this matter will probably have to be settled by legal <br />action. <br />Mr. Kulaszewicz wondered about future operations such as this - shouldn't the <br />Ordinance be amended to prevent such problems in the future?
