November 13, 1978 <br />183 <br />..Vopies of a letter from Ms Amy Hawkins on the condition of the old <br />gravel pit had been made for all Council members. <br />In reference to this letter, Mr. McLean moved that a letter be written <br />to Mr. Herbst asking that he appear at the November 27, 1978 Council <br />meeting to discuss the mutual problems at this locations. Seconded by <br />Mr. Schneider. Motion declared passed. <br />Under Mr. Karth's report, Mr. Mobley discussed the zoning on his property <br />located on County Road #84. This land has been zoned commercial but with <br />a specific use for an antique purchase and sales only. Mr. Mobley plans <br />to construct a building for storage with part to be rental space. He <br />asked the Council for the procedure to obtain permission for this type <br />of business at that location. <br />Mr. McLean felt this should be re- zoned. He asked Mr. Mobley to make <br />application to the Planning and Zoning Board for this re- zoning. <br />Mr. Kulaszewica reported on the last meeting of the Police Advisory Board. <br />Only three members were present at that meeting but the decision to start <br />the process of pulling all the information together had been made. <br />Sheriff Talbott will be at the November^14, 1978 meeting. <br />Mr. McLean asked what their target was and Mr. Kulaszewicz said to pre- <br />sent a recommendation for the best coverage at the most economical cost. <br />Mr. Jeff Joyer, of Equity Estates, appeared before the Council to present <br />the deeds to the City for the streets in that development located along <br />Birch Street just East of 12th Avenue. Mr. Locher had checked the legals <br />and one must be amended. Mr. Joyer explained the street was put in the <br />wrong place and rather than moved the street the description for the lots <br />will be rewirtten. These deeds are for the right -of -way only and not an <br />acceptance of the streets for amintenance. Mr. McLean moved to accept the <br />deeds for the streets as described in the legal descriptions with the <br />legal descriptions on the lots to be amended to the drawings. Seconded <br />by Mr. Iulaszewica. Motion declared passed with Mayor Karth abstaining. <br />Mr. Gotwald, Mr. Volk and Mayor Karth had inspected Shadow Court and Mr. <br />Gotwald had wrtten a letter of recommendation that this street be accepted <br />as a City Street. Mr. McLean moved to accept Shadow Court as a City Street <br />for full maintenance. Seconded by Mr. Schneider. Motion declared passed. <br />The Public Hearing for the use of the Federal Revenue Sharing Funds was <br />called to order at 8:30 P.M. Mr. Schneider had made a copy of his proposal <br />for each Council member. The total receipts for 1979 will be $36,586.00. <br />Of this amount $8,350.00 will be used for capital outlay for the Police <br />Department and $6,000.00 for capital outlay for the Road Department. <br />The remaining amount of $22,236.00 will be used for current operations for <br />the Road Department. This proposal must be published in the legal news= <br />paper along with a summary of the budget and notice that the actual use <br />reports are available at the City Hall for inspection. Mr. Schneider <br />moved to authorize this publication. Seconded by Mr. McLean. Motion <br />declared passed. <br />Mr. Schneider moved to close the hearing at 9:40 P.M. Seconded by Mr. <br />Kulaszewicz. Motion declared passed. <br />Mayor Karth presented the Council with a letter from Bataglia on deer <br />hunting near her home on 12th Avenue. <br />
