186 November 13, 1978 There was some discussion buildings that should be either taken down or condemned. This will be discussed with the building inspector. Mrs. Schwankl asked for use of the City Hall Council Chambers for Tues- day evening, November 28, 1978 for judging the "Voice of America" contestants. They will be listening to tapes. Mr. Schneider moved to appvoe this request. Seconded by Mr. McLean. Motion declared passed. Mr. Scherer asked the Council to consider theneed for lighting at County Road 14 and County Road 84. This is a very dark corner and dangerous at night. Mr. Scherer said he had talked with Mr. Burman, but felt a request from this Council is needed. Mr. McLean moved to write to Mr. Burman and the County Commissioners requesting lighting on that corner and emphasizing the sagety and traffic problems. Seconded by Mr. Kulaszewicz. Motion declared passed. The Clerk requested consideration for a salary increase for the Election Judges. After some discussion, Mr. Schneider moved to pay the Judges $3.00 per hour. Seconded by Mr. McLean. Motion declared passed. Mr. Scherer suggested haveing City Elections in the even numbered years. This would mean a savings in the Judges salaries and there would be a better representation of the people voting. Mr. Kulaszewicz felt this will become mandatory in a few years. Mr. McLean questioned the purchase of culverts. He asked if this was done under the County's purchase plan - he felt Mr. Volk should be pur- chasing through the County. The Clerk will check this matter. On discussing the need for a joint powers agreement, Mr. Locher had checked the agreement and said it was fine. This will ratify what is already being done since Mr. Volk purchases all fuels under the County's bids at the present time. Mr. McLean moved to approve a joint powers agreement with Anoka County for the purchase of fuels and other City related products. Seconded by Mr. Schneider. Motion decalred passed. Mr. McLean questioned the regulations as to spacing on signs per the State. He referred to the sign being painted on the silo on the corner of Cedar and I35E. He felt this is in violation of the City Requirements as to spacing. The Clerk is to ask the Building Inaspector to check this out. 1 Mr. McLean also questioned the requisition for the repair of the old radar - since a new one is being purchased, is this necessary? Mr. McLean moved to approve requisition #869 and hold the requisition on the radar. Second- ed by Mr. Kulaszewicz. Motion declared passed. Mr. Schneider moved to approve checks #9210 through and including #9259, with #'s 9223, 9242 and 9256 being void. Seconded by Mr. McLean. Motion declared passed.
