November 13, 1978 <br />185 <br />Mr. Tramm was present to present the MarDon plat for signatures. The <br />correcttions have been made on the plat. Mr. Locher had checked a copy <br />of the final plat and found all corrections had been made. Mr. Tramm <br />had picked up a letter this date from the Rice Creek Watershed Board <br />with two stipulations for the approval of this plat - one for a grade <br />plan and one for verification of the contours. Mr. Locher said the plat <br />could not be filed until this approval is obtained. Mr. Tramm said his <br />Enginees are working on this now and should be finished this week. He <br />asked if the approval ofr the signatures could be given contingent upon <br />this approval and Mr. Locher agreed this could be done. The money in <br />leiu of land for Parks amounts to $6,897.00. <br />Mr. McLean moved to authorize the Mayor and Clerk to sign this final <br />plat upon receipt of the Rice Creek Watershed approval, with the $6,897.00 <br />to be paid at that time. Seconded by Mr. Schneider. Motion declared <br />passed. <br />Mr. Locher said he had had a question on the serving of beer and liquor <br />at parties and wedding receptions held at a church - he had been asked if <br />a liquor license was needed. Mr. Locher had checked and found since the <br />persons at these functions are there by invitation only and there are <br />not sales, a license is not necessary. He suggested that the leasor's <br />insurance be checked. <br />Mr. Lcoher had written to Dri Shapiro for the results of the wxamination <br />done on Jeffrey Kirschbaum but has not received the information as of <br />this date. <br />Mayor Karth asked the status of the legal actions started by the building <br />department - has any been resolved? Mr. Locher said the pre trial on <br />Mr. Tagg is set for next week - the Busch fence problem was continued <br />for 90 days and the Holzmer case should come up the first Tuesday in <br />December. Mr. Locher will send a letter to the office on the results of <br />these actions. <br />The status of Mrs. Billik's houlse was questioned and the Clerk was asked <br />to have Mr. Mobley check this out. <br />On consulting the unfinished business list, Mr. Schneider moved to delete <br />the exchange ofthe Outlot on LaMotte Road from the list. Seconded by <br />Mr. McLean. Motion declared passed. <br />The Change of street names was discussed. Mr. McLean moved to delete <br />Peltier Lake Drive from this consideration. The Clerk is to write to Mrs. <br />Tufts on 7th Avenue, telling her of the City's thoughts on the changing <br />the name of that street to West Shadow Lake Drive and ask if this will <br />create any problems for her. Mr. Schenider so moved. Seconded by Mr. <br />MCLean. Motion declared passed. <br />The Planning and Zoning Board is working on the house number problem. <br />On the insurance problem, the Clerk was instructed to write to Mr. McGowan <br />and ask that he attend the November 27, 1978 Council meeting. <br />There was discussion on whether to use a recording clerk or go to taping <br />the minutes. The various aspects of this was discussed. Mr. Schneider <br />asked that a decision on this matter be made at the next Council meeting. <br />The Clerk is to contact the school for the possibility of using a Senior <br />High girl for the meetings. <br />
