187 <br />November 27, 1978 <br />The regular meeting of the Lino Lakes City Council was called to order <br />at 8:00 P.M., on November 27, 1978 by Mayor Karth. Council members pre- <br />sent; Kulaszewicz, McLean. Absent; Schneider, Zelinka. Mr. Bill Scheutter <br />substituted for Mr. Locher and Mr. Gotwald was also present. <br />Mr. McLean moved to approve the minutes of November 13, 1978 as presented. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />The Clerk presented the following items for Council consideration: <br />..A letter of Credit for the completion of Arrowhear Drive in the amount <br />of $12,000.00. Mr. Gotwald will write a confirming letter on this project. <br />Mr. McLean moved to accept the Letter of Credit subject to the receipt <br />of Mr. Gotwald's letter and building permits may be released on that <br />street. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />.. Northwestern Bell had forwarded a request for buried cable in the <br />Equity Estates. Mr. Gotwald had checked and approved this request. Mr <br />McLean moved to approve the buried cable in Equity Estates. Seconded <br />by Mr. Kulaszewicz. Motion declared passed. <br />..The affadivat of publication for the use of Federal Revenue Sharing <br />Funds had been received. This will be discussed at the next Council <br />meeting. <br />..All Council members had recevied a copy of the letter from Mr. Burman <br />dealing with a grant requested by Circle Pines. <br />..Presented a letter for Council information only from Dennis Carlson, <br />Attorney for Mrs. Signe Miller, dealing with a requested street extension <br />in Shenandoah II. The letter is addressed to Mr. Glenn Rehbein, developer, <br />and this copy is for information only. No action is necessary. <br />..Reported on a letter from the Environmental Quality Board to a Mr. <br />James Flannery, concerned with a request from Mr. Flannery for an EAW <br />on some land in his area. It would seem that at the present time, no <br />development has been submitted for the area, so no EAW can be made. <br />..Presented a request from Mrs. Pat Winter asking for the use of the City <br />Hall for a Christmas Party for the 4 -H Club for December 15, 1978. The <br />Lioness will be using the Hall that evening setting up for their Christmas <br />Party scheduled for Saturday, December 16, 1978. Mrs. Winter asked if <br />they could use the Hall on December 8, 1978. Mr. McLean moved to approve <br />the request for December 8, 1978. Seconded by Mr. Kulaszewicz. Motion <br />declared passed. <br />Mr. Herbst and Mr. McGowan were to be heard at this time, but since <br />neither was present at this time, Mayor Karth asked for comments on Mr. <br />Locher's letter with his recommendations for Mr. Kirschbaum. Mayor Karth <br />said he and contacted the Union and they had felt there was not a pro- <br />blem with Mr. Locher's recommendations. <br />Mr. McLean asked how soon an answer from the Doctor as to the returning <br />date could be expected and has he been contacted? Mayor Karth said he <br />had not contacted the Doctor. He felt a decision should be made by <br />this Council first. <br />Mr. McLean moved that a medical leave, without pay, be granted Mr. <br />Jeffrey Kirschbaum, effective December 31, 1978, unless an exact date <br />for Mr. Kirschbaum's return to duty is supplied by his Doctor. Seconded <br />by Mr. Kulaszewicz. Motion declared passed, <br />The letter to this effect is to be written by Mr. Locher and forwarded <br />to all interested parties. <br />Mr. Volk had left several suggested bullentin board catalogs in Mayor <br />
