188 <br />November 27, 1978 <br />Karth.ss kox; These were checked and one decided upon, Mx, y'Qlk is to <br />present a requisision for the one selected. <br />Mr. Herbst had arrived and the many problems occuring at the old gravel <br />pit site was discussed. Mr. MCLean explained that the Council only <br />wanted to assist in any way they could, Methods of keeping the persons <br />dumping out of the area was discussed. Mr. Herbst had an invoice of one <br />of the persons allegely dumping there and said he had more in another <br />car. Mr. Schuetter suggested a civil action against the man. Mr. Herbst <br />said he would contact his office next week. <br />The old building will be removed, within the next 60 days. Mr. Herbst <br />will consider ditching some of the area, he will also contact the Attorney <br />for a possible civil suit, and the Police Department will be asked to <br />increase the patrol in that area. Mr. Herbst said he also expects to <br />start construction in that area in the Spring. <br />Two items had been approved by a phone poll and Mayor Karth asked they <br />be ratified by this Council. The one had concerned a change of date for <br />the use of the Bingo permit issued to the Lino Parent's Club for Nov. 17, <br />1978 and had to be postponed due to weather conditions. They had re- <br />quested to use the permit on December 1, 1978. This had been cleared <br />with the Attorney. Mr. McLean moved to ratify the decision to grant the <br />change of date on this permit. Seconded by Mr. Kulaszewicz. Motion de- <br />clared passed. <br />The other poll had been for the hiring of a person as a recording clerk. <br />Mayor Karth had interviewed Karen Estuesta, from Centennial High School, <br />and the Council had been polled on the hiring of her for this position. <br />There had been four approvals and one no vote. There was some discussion <br />on this matter with one point being cleared. This person is to be hired <br />for a three month trial period. Mr. McLean moved to approve hiring Karen <br />Estuesta for three months on a trial basis. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />After some discussion on the salary, Mr. McLean moved to set the salary <br />at $3.00 per hour with instructions to the Personnel Commission to make <br />a study and set a salary range, not only for this type of employment, <br />but for non -union employes. This to be done within the next 45 days. <br />Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. McGowan had arreive. He presented the Council with a summary of the <br />City's insurance coverage. He also discussed the problems in obtaining <br />a long term disability policy for the police Deaprtment. He has found <br />one that will write the policy but has encountered some medical problems <br />with someof the patrolmen. <br />Mayor Karth asked if including the shop and maintenance personnel would <br />made a difference and Mr. McGowan said all other personnel is covered with <br />a disabolity insurance as a part of the H &W program and felt including <br />these people would not be necessary. <br />There was some discssion on the Kirschbaum subject and the general <br />consensus was that the clause in the union contract should be changed <br />to read 'covered under insurance benefits'. There was a suggestion that <br />perhaps the contract could be re- opened to discuss this matter. <br />Mr. MCGowan suggested that perhsps oome member of the Council would want <br />to contact the claims manager at the Worker's Comp. Inc. office. He will <br />be glad to provide a name a nd phone number. <br />
