December 11, 1978 <br />191 <br />The regular meeting of the Lino Lakes City Council was called to order at <br />8:00 P.M. on December 11, 1978, by Acting Mayor Schneider. Members <br />present; McLean, Zelinka. Absent; Mayor Karth, Kulaszewicz. Mr. Locher <br />was also present. <br />The minutes of the November meeting cannot be approved due to a lack of <br />a quorum present from that meeting. These minutes will be considered <br />at the December 26, 1978 meeting. <br />The Clerk presented the following items for Council consideration: <br />..A letter from Mrs. Tufts in answer to the Clerk's letter on the possi- <br />bility of changing the name of 7th Avenue, The Council asked that copies <br />of this be forwarded to the Planning and Zoning Commission. <br />..An inquiry from the League of Minnesota Cities as to the status of this <br />City's interest in a Group Health Plan.. The general consensus of the <br />Council was that the current plan is adequate. However, in the matter <br />of liability insurance. a questionaire had been received akding for <br />certain information. Mr. Schneider requested permission to release this <br />information. Mr. McLean moved to authorize the release of the necessary <br />information requested on the League of Minnesota Cities' questionaire. <br />Seconded by Mr. Zelinka. MOtion declared passed. <br />..State Aid for the Police Department in the amount of $5,599.39 had <br />been received. <br />..A letter from NSP setting forth the mew rates as granted by the Minn- <br />esota Public Service Commission. These new rates will result in a refund. <br />..The MSB charges were discussed. Mr. Gotwald had contacted Mr. Payne <br />and had found that Board had assumed the connection of the Baldwin Lake <br />Trailer Court. Since there is no connection from that Court, the figure <br />will be adjusted. Mr. McLean moved to instruct the Clerk to write to <br />the MWCC with the City's objections to the current monthly charges. <br />Seconded by Mr. Zelinka. Motion declared passed. <br />..Mr. Paul Ruud, Anoka County Engineer for the Highway Department. had <br />written in answer to the City's request for a street light at the inter- <br />section of County Road #14 and County Road #84 stating that thelight is <br />theresponsibility of the local community. The Clerk was instructed to <br />write to Mr. Ruud stressing the safety factor due to road construction <br />and that very few, if any, local residents would-be benefitted by the <br />installation. Mr McLean so moved. Seconded by Mr. Zelinka. Motion <br />declared passed. <br />.. Mr. Gotwald had written a letter on the petition for water, sewer, <br />streets, curbs, gutters and storm sewers in the Lakes Addition plats. <br />Mr. Gotwald has computed the assessable frontage at 8120 feet - the <br />petition represents 3841 feet, which is 46% of the total. Mr. Gotwald <br />said that since the total system had been designed at the time of the <br />orginal installation, a feasibility report should be about $200.00. Mr. <br />McLean was unsure as to whether the unplatted lands had been included in <br />any of the above footage. This matter is to be cleared with Mr. Gotwald <br />and discussed at the December 26, 1978 meeting. <br />..The Clerk read a letter from the Citizen's League of Baltimore in re- <br />gards to the Tax Base Sharing Program now in operation in the State of <br />Minnesota. It seems this method is being considered for that City and <br />they are seeking information as to the acceptance of this by the local <br />communities of this State. There are many questions that the Clerk <br />felt she did not have enough knowledge of the method to answer. The <br />Council suggested that the League of Minnesota Cities be contacted on <br />this and perhaps they could answer the questions. <br />..The fire report from the Lexington Fire Department is on file in the <br />office in any one wants to look at it. <br />
