192 <br />December 11, 1978 <br />..The City of Blaine is having a Holiday Lunch and Shop Talk for persons <br />responsible for Comprehensive Plans and had forwarded an invitation to <br />attend. There was no comment on this matter. <br />..Mr. Gotwald had called the office with the figures on the replacement <br />costs of the well and pump house of $16,000. He also fet the figure of <br />$200,000 established by the Council for coverage on the Municipal Build- <br />ing was right. Mr. McGowan had sent a new valuation statement to be filled <br />in for the City. These figures will be included in the new statement. <br />Mr. McGowan had planned on attending this meeting, but had called to say <br />that he did not have all the information requested by the Council and asked <br />to be put on the agenda for January 8, 1979. <br />Mrs. Diane Schilling presented the final plat for Sunset Estates for signa- <br />tures. Mr. Locher said there are several measurements that must be changed. <br />He suggested she take a cipy of his title search to her surveyor and have <br />the figures corrected. Mrs. Chilling said she would. <br />Mr. McLean moved to authorize the signatures of the Mayor and Clerk upon <br />clearance from Mr. Locher. Seconded by Mr. Zelinka. Motion declared <br />passed. The money for park purposes on this plat has been paid in full. <br />Mr. Schneider said he would like to hear from the persons in teh audience <br />at this point, if there were no onjections from other Council members. <br />Mr. Jim Manning said he was having some problems with Mr. Mobley and had <br />thought this would be on tonight's agenda. <br />Mr. Mobley was not present, but he has consulted with Mr. Locher and Mr. <br />Locher has the information. Mr. Locher said the problem is Mr. Manning <br />had torn down a metal building and reconstructed the building on his <br />lot with no building permit. The structure has been re- tagged twice, <br />but Mr. Manning has continued his construction and has now occupied the <br />building. Mr. Mobley feels there are improper floor drains in the <br />building that indicate a commercial usage. <br />Mr. Zelinka asked if there was a commercial usage intended and Mr. Manning <br />said, No. He had taken this matter to the Planning and Zoning Board <br />and had felt that once this building cleared that Commission, he would <br />be assured of a permit. He said the floor drains are plastic pipes for <br />accessiability for hoses and wires. <br />Mr. McLean said the only points considered before the Planning and Zoning <br />Commission on this building was the set backs and the size of the building. <br />Mr. Manning said he had applied for a permit on October 6, 1978. Mr. <br />McLean asked if it had been approved and Mr. Manning said, No. He said <br />Mr. Moble had asked for plans and specifications. Mr. McLean assured him <br />these plans and specifications are required on all construction in this <br />City and must be presented before a building permit can be issued. <br />Mr. Manning said he had tried to get Mr. Mobley out for an inspection on <br />two occasions - the 1st time Mr. Mobley didn't keep his appointment and <br />the 2nd time, Mr. Mobley refused to talk to him. <br />Mr. McLean said the amin points this Council is dealing with is, no permit, <br />and construction without a permit. He felt he was satisfied with the ex- <br />planation of the holes in the floor. If there is ever any commercial <br />operations in this location, it would be stopped. <br />
