February 12, 1979 A. JL 1 <br />Mr. McLean presented some held over items from the last Planning and <br />Zoning Board meeting. <br />Mr. Dennis Cinningham had applied for a special use permit to operate a <br />riding stable, with the boarding of horses and riding lessong. This to <br />be located on the SouthEast corner of Cedar Street and 24th Avenue. Mr. <br />McLean moved to approve this special use permit with an annual review. <br />Seconded by Mr. Schneider. Motion declared passed. <br />Mr. Gene Mobley had applied for a rezoning of his property on 20th Avenue <br />South from Limited Business to General Business. Mr. McLean moved to set <br />a public hearing on this rezoning for February 26, 1979 at 9:15 P.M. <br />Seconded by Mr. Schneider. Motion declared passed. <br />The method of reimbursing the building inspector was discussed. Mr. <br />Schneider moved the Building Inspector be paid on a quarterly basis, with <br />the check to be issued within the next 30 days. Seconded by Mr. McLean. <br />Motion declared passed. <br />Mr. Jim Arntzen appeared before the Council with a potential drainage <br />problem in the Shenandoah area. This had been caused by the filling of <br />a drainage ditch during the construction of a new home. He had contacted <br />the builders 4 times with no results. After some discussion of this <br />matter, Mr. Mobley said he would contact North NorthEast on the matter <br />and get it cleared. <br />There was discussion of the color of the new storage building with the <br />suggestion that perhaps both buildings should be painted. The matter <br />was deferred until next budget time. <br />Material from the City of Andover had been received on the manner in <br />which they have established septic system inspection. The Clerk is to <br />re -write the information to conform to this City and forward to Council <br />members. <br />Mr. Mobley gave a report on the status of Mr. Ed Mann house. He felt <br />they are conforming and the building should be finished by the latter <br />part of June. <br />There was some discussion on just who covers the homes at the North end <br />of West Shadow Lake Drive. The two fire departments are discussing this <br />matter. Mr. Schneider said the City should get written confirmation on <br />the decision as to what department will be covering that area. <br />Mr. Schneider moved to approve the Fire Contract with Centerville for the <br />year 1979. Seconded by Mr. McLean. Motion declared passed. <br />Mr. Ross had submitted a coucher for expenses incurred during his attendance <br />to BCA. There were some questions and Chief Myhre was asked to clear the <br />matter and submit a requisition for repayment. <br />Mr. McLean moved to pay the Long Term Disability Insurance premiums. <br />Secounded by Mr. Schneider. Motion declared passed. <br />Mr. Volk reported on the problems of water damage in the police office <br />and informed the Council of the action taken to recover some of the costs <br />from insurance. <br />Mr. McLean moved to approve requisitions #888, 894 through and including <br />
