Mr. Robert Kelly was present <br />at the meeting. He is with McGuire, Dale and Kelly, 3585 Lexington Ave,. <br />St. Paul, MN 55112. Telephone 483 -2654 (in the Arden Hills Plaza). <br />Mr. Schneider stated that the City is dissatisfied with their present <br />insurance company which is the Forest Lake Insurance Company, and asked <br />Mr. Kelly to differentitate first on the difference between an insurance <br />consultant and an insurance broker, as the City was interested in delegating <br />the responsibility of kinds and coverage of insurance to someone. <br />Mr. Kelly replied that in the State of Minnesota a consultant is not re- <br />quired to be licensed - only an agent is trequire to hage a license. <br />Wm Peat Co. is the only agency that is solely consultants. (note: Mr. <br />Schneider stated that Jeff Isenberg of the Wm Peat Co., would appear onlu <br />on a fee basis and the City wasn't really interested in this type of an <br />arrangement.) Mr. Kelly said he was an agent and would give a brief back- <br />ground of his experience. He has 20 years of insurance experienceboth as <br />undeTwriter and as agent. His agency (Robert Kelly Insurance Agency <br />recently merged to become McGuire, Dale and Kelly and with the added <br />associates, he feels they are in a better position to give even more service. <br />An associate of Me. Kelly's handles the coverage for the City of Roseville; <br />Mr. Kelly himself has 40 commercial accounts, some of them schools. <br />Mr. Schneider asked Mr. Kelly to explain the process the City would go <br />through in changing insurance companies. <br />Mr. Kelly stated that the first step would be to have the City (either <br />the Mayor or City Clerk or someone in authority) sign a letter <br />authorizing Mr. Kelly to represent the City in effect so that he would <br />be able to approach the Insurance Bureau and have access to the City's <br />liability records, fire records, etc. This would not be a binding letter, <br />simply a gentlemen's agreement at this point. A decision is withheld <br />until a formal presentation is made. Mr, Kelly would then get back to <br />the City within 4 -6 weeks with a report as to the risk coverage, needs, <br />and at this time a formal proposal would be made to the City either to the <br />effect that Mr. Kelly could give better coverage, or another company <br />would bea better decision, or yet they would be better to stay with their <br />present company. <br />Mayor Karth asked Mr. Kelly about the service as to availability for <br />meetings with the Council, etc. He stated this was a primary concern of <br />the City, that the insurance agent would review their coverage to make <br />certain that the City was adequately covered and so forth. <br />1 <br />Mr. Kelly replied that he would start with a complete check list which <br />would be worked down to a more compact list with respect to term coverage, <br />vehicle coverage, etc. The policy would be on a 90 -day check off. This <br />is, 90 days before the expiration date, Mr. Kelly would review the coverage <br />and then any changes that needed to be made could be done before the <br />renewal date. <br />Mr. Kelly then reviewed again the procedure given above, and Mr. Schneider <br />said he would bring this up before the Council on Monday's meeting on <br />the 12th of March. Mr. Kelly gave Mayor Karth and Mr. Schneider a copy <br />of the letter that someone from the City would sign authorizing him to <br />go ahead with his investigation and a copy of the letter was left for the <br />Council's review. <br />The meeting adjourned at 8:45 P.M.
