23 <br />May 1, 1979 <br />sain he will refrain from voting on these issues because of possible <br />conflict of interest. <br />The Clerk read the letter of Roy Mattson's resignation from the Planning <br />and Zoning Commission. Mr. Zelinka moved that the Council accept his <br />resignation and send a letter of appreciation for his services. All <br />were in favor and the motion was declared passed. Mr. Kulaszewicz <br />moved that the Council appoint Bob Doocy to the Planning and Zoning <br />Commission. Mr. Zelinka seconded. Motion declared passed. <br />The Clerk brought up the matter of a special meeting of the United <br />Power Association on Thursday afternoon, May 3, in White Bear Lake City <br />Hall. The United Power Association is liiking onto the need to improve <br />service to their systems in White Beal Lake, Hugo, and Lino Lakes. Mr. <br />Zelinka moved to authorize Mr. George Gotwald to attend, because of his <br />technological background. Seconded by Mr. Kulaszewicz. Motion declared <br />passed. <br />The Clerk presented for consideration the mater of Margie Roisum, City <br />Assessor, and her increasing work load for the next year. The Clerk <br />had sent out a letter rearding this to the members of the Personnel <br />Commission, but had received only one reply, which was read. The Council <br />recommended that the Personnel Commission consider the matter at their <br />next meeting, and that Margie Roisum should probably present her case <br />to them at that time. <br />The Clerk presented the matter of a request for approval of a firing <br />range behind the Minnesota Correctional Institution, to be used for <br />training purposes. Mr. Locher had been contacted concerning this. The <br />Council felt that since a permit is required by Ordinance for a <br />firing range in that areas, they should go through the process of filing <br />an application. <br />The Clerk presented the matter of a 20 -foot drainage easement along <br />the South line of Ulmer's Rice Lake Addition III. This plat was to be <br />considered for final approval. All papers were found to be in order. <br />Mr. Zelinka moved to approve the final plat and to aurhtorize the Mayor <br />and Clerk to sign the plat. Seconded by Mr. Kulaszewicz. Motion declared <br />passed. <br />Mr. Ulmer brought up a matter concerning the Buliding Inspector, and what <br />seemed to him to be unnecessary strictness on his part. The Council <br />explained that there had been previous problems with other builders, and <br />for that reason they had instructed the Building Inspector to adhere to <br />the letter of the law in these matters. <br />A motion was made to adjourn the meeting at 9:40 P.M. and was decalred <br />passed. <br />These minutes were considered, corrected and approved at the regular <br />Council meeting held on May 14, 1979. <br />Edna L.
