250 <br />May 14, 1979 <br />There was discussion of a pre - existing none- conforming use of a home at <br />790 Vicky Lane. The owner is to be contacted and a ntoorized statement <br />stating the usage in the past year. <br />Cheif Myhre had requested the extension of the usage of the Animal <br />Control through June 15, 1979. Mr. Zelinka moved to extend this coverage <br />from June 4, 1979 through June 15, 1979. Seconded by Mr. Kulaszewicz. <br />Motion declared passed. <br />Mr. Larry Honmson, from the audience, asked why Mr. Glenn Rehbein had <br />been given a variance to lot sizes and house sizes without a public <br />hearing. Mr. Locher said a public hearing is not required on variances. <br />Mr. Johnson felt this should constitute an Ordinance change and should <br />have had a public hearing. <br />Mayor Karth said these variances were handled in the same manner <br />in which all variances are ahndled. They have a hearing before the <br />Planning and Zoning Board and that body's recommendations are forwarded <br />to the Council for action. Mayor Karth said all meetings, including <br />the Planning and Zoning are open meetings, and nothing had been done <br />behind anyone's back. <br />Under New Business, Chief Myhre requested permission to expand the Police <br />Force to five full time men. This had been in the bidget and with <br />vacations coming up, he felt that this cannot be postponed any longer. <br />This position must be offered to Jeffrey Kirschbaum first, then to the <br />part -time men. If not accepted by any of those men, then the City must <br />advertise for the position. <br />Mr. Kulaszewicz moved to approve the hiring of a 5th full time man in <br />the Police Department. Seconded by Mr. Schneider. Motion declared <br />passed. <br />Chief Myhreis to send a letter to Mr. Kirschbaum, approved by Mr. Locher, <br />offering this position. This must be answered by June 15, 1979. <br />Mr. Locher had been contacted by Mr. Kirschbaum's Doctor who felt he may <br />be able to return to work full time by October. He had also been con- <br />tacted by Mr. Kirschbaum; Attorney who wnats on an agenda to request <br />this Council reactivate Mr. Kirschbaum's salary retroactive to January <br />1, 1979. <br />Mr. Schneider moved to approve checks #9631 through and including #9689, <br />with #9641 Bening void. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. McLean moved to deny the mileage for attendance to BCA, send back <br />and have Mr. Costa compute the difference between coming to work and <br />going to school. Seconded by Mr. Kulaszewicz. Motion declared passed. <br />Mr. Kulaszewicz moved to adjourn at 12:35 A.M.
