May 29, 1979 <br />Mr. Dennis Nelson had applied for a Special Use Permit for keeping of one horse ' <br />on a parcel of land of only 22 acres. <br />After some discussion, Mr. McLean moved jto approve the keeping of one horse, valid III <br />for Mr. Dennis Nelson only and with an annual review, the property to be fenced. <br />There was discussion on the housing of the animal. Mr. Nelson was reminded that he <br />would need a building permit for any construction. Motion was seconded by Mr. Kul- <br />aszewicz. Motion declated passed, <br />There had been some discussion on the Reschanau Estates, but more information was <br />needed. This matter will be heard at the June meeting. <br />Mr. Howard had presented plans for the expansion of the Baldwin Lake Trailor Court. <br />This also needed more information and was delayed. Mr. McLean moved that variance <br />be submitted for the 10° angle requirement. Seconded by Mr. Zelinka. Motion declared <br />passed. <br />The plat of Shenandoah 111 had been considered. This is the same plat that was pre =- <br />sented in 1977 and was merely reviewed. <br />Mr. McLean moved to approve the Plat of Shenandoah 111 subject tc Anoka County High- <br />way Department, RCWD, DNR, with money in the amount of $2420.00 to be accepted in leiu <br />of land for park purposes. Seconded by Mr. Zelinka. Motion declated' passed. <br />Mr. McLean moved to set a public hearing for June 11, 1979 at 9:'00 P.M. Seconded by <br />Mr. Zelinka. Motion declared passed. <br />There had been some problem with the operations of Mr. Richard Klenck. This matter is III <br />to be on the June P &Z AgendaA <br />The Planning and Zoning Sub- committee had made some recommendations for the control <br />of house sizes. Howeveq-, Mr. McLean felt the Planning and Zoning needed some directions <br />from the Council as to the Comprehensive Land Use Plan. He felt the Plan should be set, <br />then the Ordinances considered to fit the Plan. He felt this Board should be con- <br />centrating in getting the whole plan done and then adopt ordinances to support the plan. <br />Mr. McLean felt that many gf the existing ordinances should' be brought up to date, but <br />this could also fit into this grocess. <br />There was a mention of a change made by the State Legislature in therflatting Process, <br />Mr. 92ocher will check this out. <br />Mr. Schneider said his understanding of the variances granted to Mr. Glenn Rehbein were <br />that "this was to be an experimentat project ". Mr. Locher said this was accepted as <br />experimental on 1) smaller lots; 2) s'maller houses; 3) Houses built inside, Mr. <br />Schneider moved that "experimental" be defined as 1) the completion of the project or <br />2) December 31, 1980, whichever comes first. This to apply to Shehandoah 111 only. <br />Seconded by Mr. McLean. Motion declared passed. <br />Mr. McLean moved that all recommendations from the Planning and Zoning dealing with <br />changes to be included in the Comprehensive Land Use Plan, be held uiutil the work on <br />that document is finished. Seconded by Mr. Zelinka. Mdsd;ion declared passed. <br />Mr. Kulaszewicz also reported on a meeting of the Personnel Commission. After some <br />discussion, the Personnel Commission had recommended to the Council that Mrs. <br />Margie Roisum be included in the City's H &W program. Mr. Kulaszewicz so moped. <br />Seconded by Mr. Zelinka. Motion declated passed. <br />Mr. Kulaszewicz also reported on a meeting with Mr. Mobley, Building Inspector, in which <br />this Commission was told that Mr. Mobley will be resigning as of January 1, 1980.
