264 <br />June 11, 1979 <br />Mayor Karth introduced Angela Anderson of the DNR, who was here to present some ideas <br />on a proposed trail system. <br />Ms. Ander presented a pap with several ideas outlined. She reported that the <br />State Legislature had passed a law in 1973 instructing the DNR to lay out a trail <br />fr ®m Arden Hills to Taylor's Falls, which she felt indicated the use of NSP ritht- <br />of -way. This is a 50' right -of -way and Ms. Anderson indicated it would be used <br />basically for a sonw mobile trail. <br />However, there is also consideration of using the Chain of Lakes, Park and Ms. <br />ANderson has been talking to Mr. Torkildson on this prospect. Another possibility <br />is to follow the river. <br />Mr. McLean asked Ms. Anderson if she was aware of this City's attitude twoard more <br />open space, trails, etc., within this City and she said, +No. the formation of the <br />Chain of Lakes Park was breifly explained and the fact that this City has adopted <br />an attitude of complete 'resistance to any more such devel`opment' within this City. <br />Ms. Anderson said she was here to get ideas from this C0uncil. This is the third <br />such hearing she had conducted and has several more scheduled. <br />Mr. Locher felt that the document on the NSP ownership of the 50' strip should be <br />examined. Mr. Locher felt that the underlying fee owner would not be NSP, but the <br />original property owner. He said it is very rare that a power company acquires <br />the fee title io'such an easement. Mr. Locher said if this easement had been ac- <br />quired by iminent domain for the purpose of power (bine, he doubted very much if <br />the use could be changed without the consent of the property owners. <br />There was discussion of the proposed usage of the trail With Mayor Karth asking <br />what.: were the plans for the crossing of 135E. Ms. Anderson said the use of 80th had <br />been considered. This would beam that several' miles of Lino Lakes and Huge would <br />be used to get from one portion of the trail to another. Mayor Karth objected <br />to this suggestion.- <br />Mr. McLean moved to notify the 'DNR that this :Council is not in favor of adding any <br />more park land, trails, etc., to what this Community has already contributed. Se- <br />conded by Mr. Zleinka. Motion carried unanimously. <br />Ms. Anderson said she would keep this Council informed of What is being done on <br />this matter. <br />The Clerk presented a request 'from Allen Tapp for the storage bf an unlicensed' <br />vehicle while Mr. Tapp is in the service. fir. Zelinka moved tb approve this re- <br />quest and to waive fee. Seconded by Mr. McLean. Motion 'declared passed. <br />Mr. McLean moved to approve a request for a 3.2% Beer licende for August 4, 1979 for <br />the Lino Area Recrelation Association to be held at St. Joe's Church and sponsored <br />by the VFW. Seconded by Mr. Zelinka. Motion declared passed. <br />Mr. Zelinka moved to approve a Bingo license for August 12 and a 3.2% beer licence <br />for August 11, and 12 for St. Joseph Church. Seconded by Mr. Schneider. Motion de- <br />bJared passed:' <br />Mayor Karth reopened the hearing on Peltier Lake View plat by W. & G. Rehbein at <br />8:30 P.M. This plat hearing was continued for the purpose of a report from the <br />Rice Creek Watershed Board. This matter is on the agenda of June 27, 1979 of the <br />RCWD and a report will not be available until after that meeting. Mr. McLean moved <br />to continue this hearing until July 9, 1979 at 8:30 P.M. Seconded by Mr. Zelinka. <br />Motion declared passed. <br />Mayor Karth suggested that the petition for street lighting in Shenandoah be con- <br />sidered at this time.
