266 <br />June 11, 1979 <br />Mr. McLean moved to designate Mr. Zelinka as the person to be responsible <br />for approval of the espenditures of these funds. Seconded by Mr. <br />Schneider. Motion declared passed. <br />In other actions of the Park Board, Mr. Zelinka reported that Mr. Shaw, <br />of the newly formed JC's had attended the Park Board meeting seeking <br />a project. It was suggested they take a look at the land on 7th Avenue. <br />Mrs. Lynn Schwankl and her 4H Troup, had offered to plant some seedlings. <br />Mr. Volk reported some had already been planted and more will be planted. <br />There had been discussion as to the need for park hours to be on the signs, <br />but was felt if this is necessary, a removable sign can be added. <br />There are requisitions for a sprayer and chemicals. These purchases are <br />not in the budget. There was discussion on the avilability of funds with <br />Mr. Zelinka moving to approve requisitions #913 and #914 subject to Mr. <br />Schneiders determination of the availability of funds. Seconded by Mr. <br />McLean. Motion declared passed. <br />Mayor Karth presented a list from Mr. Volk of things that need to be <br />checked by Mr. Gotwald. 1) the drainage problem in the Lakeview area; <br />2) 64th Street and the LeRoux operation in that area; 3) LaMotte Road is <br />breaking up very badly; 4) provide an estimate for the repairs needed on <br />East Shadow Lake Drive; 5)recommendations for the repair of the catch <br />basins in Shenandoah. <br />Mr. Zelinka moved that a letter be written to Mr. Gotwald outlining these <br />problems and ask for a report at the next Council meeting. Seconded by <br />Mr. McLean. Motion declared passed. <br />Mayor Karth presented the pooblems with Mr. Donald Holzmer and Mr, <br />Forrest Tagg in relation to the Court actions pending. Mr. Holzmer's <br />appearance has been continued ; Mr. Tagg is due in court on the 13th. <br />After some discussion, Mr. Zelinka moved that a letter be written to Mr. <br />Robert Johnson, Anoka County Attorney, asking that the matter with Mr. <br />Holzemr be handled immediately. Seconded by Mr. McLean. Motion declared <br />passed. This letter is to be over Mayor Karth's signature with copies <br />to be sent to the Anoka County Commissioners. <br />There was discussion on the need for a fifth full time patrolman. Mr. <br />Ken Kjer will accept the position with two stipulations. 1) he would <br />ask to start at the top wage since he will be coming to this department <br />with 9 years experience; and 2) he would ask for some gaurantee that the <br />position would be permanent in that, when and if, Mr. Kirschbaum returs, <br />he will not be bumped out of a full time position. <br />There was discussion on the latest letter from Mr. Kirschbaums' Attorney <br />and the demands and statements in that letter. It was felt there was <br />nothing definite on when Mr. Kirschbaum would return or whether he <br />could return. <br />Mr. Zelinka felt that Mr. Kirschbaum should work as a aprt time employee <br />on a full time schedule for at least one year before he is reestablished <br />as a full time member of the Police department. The general consensus <br />of the Council was that perhaps the entry at a higher salary level could <br />be accepted, but they could not gaurantee the position. <br />Mr. Zelinka moved to authorize Mr. Locher to contact Mr. Wisenberger for <br />
