266 June 11, 1979 Mr. McLean moved to designate Mr. Zelinka as the person to be responsible for approval of the espenditures of these funds. Seconded by Mr. Schneider. Motion declared passed. In other actions of the Park Board, Mr. Zelinka reported that Mr. Shaw, of the newly formed JC's had attended the Park Board meeting seeking a project. It was suggested they take a look at the land on 7th Avenue. Mrs. Lynn Schwankl and her 4H Troup, had offered to plant some seedlings. Mr. Volk reported some had already been planted and more will be planted. There had been discussion as to the need for park hours to be on the signs, but was felt if this is necessary, a removable sign can be added. There are requisitions for a sprayer and chemicals. These purchases are not in the budget. There was discussion on the avilability of funds with Mr. Zelinka moving to approve requisitions #913 and #914 subject to Mr. Schneiders determination of the availability of funds. Seconded by Mr. McLean. Motion declared passed. Mayor Karth presented a list from Mr. Volk of things that need to be checked by Mr. Gotwald. 1) the drainage problem in the Lakeview area; 2) 64th Street and the LeRoux operation in that area; 3) LaMotte Road is breaking up very badly; 4) provide an estimate for the repairs needed on East Shadow Lake Drive; 5)recommendations for the repair of the catch basins in Shenandoah. Mr. Zelinka moved that a letter be written to Mr. Gotwald outlining these problems and ask for a report at the next Council meeting. Seconded by Mr. McLean. Motion declared passed. Mayor Karth presented the pooblems with Mr. Donald Holzmer and Mr, Forrest Tagg in relation to the Court actions pending. Mr. Holzmer's appearance has been continued ; Mr. Tagg is due in court on the 13th. After some discussion, Mr. Zelinka moved that a letter be written to Mr. Robert Johnson, Anoka County Attorney, asking that the matter with Mr. Holzemr be handled immediately. Seconded by Mr. McLean. Motion declared passed. This letter is to be over Mayor Karth's signature with copies to be sent to the Anoka County Commissioners. There was discussion on the need for a fifth full time patrolman. Mr. Ken Kjer will accept the position with two stipulations. 1) he would ask to start at the top wage since he will be coming to this department with 9 years experience; and 2) he would ask for some gaurantee that the position would be permanent in that, when and if, Mr. Kirschbaum returs, he will not be bumped out of a full time position. There was discussion on the latest letter from Mr. Kirschbaums' Attorney and the demands and statements in that letter. It was felt there was nothing definite on when Mr. Kirschbaum would return or whether he could return. Mr. Zelinka felt that Mr. Kirschbaum should work as a aprt time employee on a full time schedule for at least one year before he is reestablished as a full time member of the Police department. The general consensus of the Council was that perhaps the entry at a higher salary level could be accepted, but they could not gaurantee the position.
