1 <br />1 <br />COUNCIL MINUTES MARCH 11, 1991 <br />of the group. <br />Council Member Reinert moved to adopt Resolution No. 22 - 91. <br />Council Member Kuether seconded the motion. The Clerk read the <br />resolution. Motion carried unanimously. <br />Mr. Volk explained an ad for volunteers will be placed in the <br />local papers and on cable TV. Council Member Neal asked that a <br />new welcome flag and a new City flag be purchased for this <br />occasion. <br />Resolution No. 22 - 91 can be found at the end of these minutes. <br />PLANNER'S REPORT - JOHN MILLER <br />Set Public Hearing for Comprehensive Land Use Plan Amendment <br />(Lake Amelia Town Homes) - Mr. Miller explained that this matter <br />was discussed at the last Council meeting. It was determined <br />that there was insufficient information to set the public hearing <br />at that time. The cost of the utilities for the Lake Amelia Town <br />Homes has now been determined and the reservations regarding the <br />project have been answered. The project appears to be feasible <br />and Mr. Birch (developer of Lake Amelia Town Homes) is continuing <br />to complete all of the paper work involved in the improvement. <br />In addition, the land area involved in the improvement has been <br />reduced to include only property owned by Mr. Birch. There are <br />47 acres involved and it is likely that the MWCC will require 47 <br />acres be deleted from the MUSA Boundary in another area of Lino <br />Lakes. This can be accomplished in the area south of Main Street <br />and east of I35E. Council Member Reinert asked that an economic <br />impact review be made on this development prior to the public <br />hearing. <br />Council Member Reinert moved to set the public hearing for April <br />8, 1991, 7:00 P.M. Council Member Kuether seconded the motion. <br />Motion carried unanimously. <br />CONSIDERATION 1992 CENTENNIAL FIRE DISTRICT BUDGET, RANDY <br />SCHUMACHER <br />Mr. Schumacher explained that the Centennial Fire District Joint <br />Powers Agreement requires that the Centennial Fire District <br />prepare an operating budget one (1) year in advance. Chief <br />Bennett has prepared the 1992 Budget which reflects a 1% increase <br />over the 1991 Budget. Mr. Schumacher felt Chief Bennett has <br />presented a good budget which has been approved by the Steering <br />Committee and the City of Circle Pines. He recommended Council <br />approval. Council Member Reinert said he is more satisfied with <br />the current budget process and noted that Chief Bennett has <br />worked in some internal changes in the budget which will add to a <br />PAGE 3 <br />005 <br />
