Chief Campbell <br />explained that his department received a number of calls <br />regarding the event at the 49 Club. The ordinance amendment <br />would make sure that these occurrences do not become a nuisance. <br />He noted that usually when a dance is conducted outside of the <br />building, the guests want the bar to be located outside of the <br />building. It is harder to restrict the purchase of liquor by <br />minors or intoxicated persons and this violates the intent of the <br />state statutes. Chief Campbell stated history shows that if <br />entertainment is moved outside, liquor moves outside as well. <br />Council Member Reinert moved to approve the first reading of <br />Ordinance No. 07 - 91 and dispense with the reading. Council <br />Member Kuether seconded the motion. On a roll call vote, motion <br />carried with Council Member Neal voting no. <br />ENGINEER'S REPORT <br />Resolution No. 18 - 91 Ordering a Feasibility Report for Sunrise <br />Drive Improvements from Fairmont Drive to Elm Street, Darrell <br />Schneider - Mr. Schneider explained that during the 1990 <br />construction season, the developer of Sunnygate 2nd Addition, <br />Good Value Homes paid for the installation of the sanitary sewer, <br />watermain, storm sewer and a portion of the gravel base in the <br />Sunrise Drive right -of -way from Fairmont Drive to Elm Street. As <br />discussed with the Council on October 8, 1990, the remainder of <br />the street construction on Sunrise Drive would be done as a <br />public improvement project. In order to start the public <br />improvement project, a feasibility report will be needed, a <br />public hearing conducted and the Council will be required to act <br />on the improvement. <br />Council Member Bohjanen moved to adopt resolution No. 18 - 91 as <br />presented and dispense with the reading. Council Member Reinert <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />Resolution No. 18 - 91 can be found at the end of these minutes. <br />Resolution No. 19 - 91 Receiving a Feasibility Report and Calling <br />an Improvement Hearing for Wenzel Farms, and Resolution No. 24 - <br />91 Ordering Plans and Specifications for Wenzel Farms - Mr. <br />Schneider noted that the preliminary plats for Wenzel Farms <br />single family residential development and Wenzel Farms Town Homes <br />development have now been approved by the City Council. A <br />feasibility report for both developments has been completed and <br />was included in the Council packets for this meeting. Mr. <br />Schneider has met with the developer and it appears that the <br />final plats for both developments may be ready for presentation <br />to the Council on March 25, 1991.
